(a) 
Each city street shall have a right-of-way and pavement width in accordance with the subdivision regulations for the intended use of the street. There shall be constructed concrete sidewalks on each side of the street with a minimum width of five feet. The Planning and Zoning Commission shall determine the appropriate width of the sidewalk based upon the street's intended use. The details for construction of the sidewalks shall be those currently in effect by the Windham Engineering Department at the time of construction.
(b) 
Upon construction of any building or change in land use of any property abutting any street in the City of Willimantic, there shall be constructed curbs and sidewalks in accordance with the then current regulation.
(c) 
There can be no waiver of the requirements of Subsection (b) of this section unless [Subsection] (d) applies.
(d) 
When a change in land use for the construction of a single-family home on a lot that abuts a street or road in Willimantic, where that street or road currently does not have sidewalks or curbs on either side of said property, that in lieu of fulfilling Section 13-161, a waiver will be considered and an assessment fee will be assessed in accordance with Section 13-166 based upon recent town construction projects. That fee will exempt this property from future assessments that may be applied for construction of sidewalks, curbs, and driveway ramps.

(a) 
No person except the superintendent of waterworks or the superintendent of sewers, and those acting under them, shall dig up or excavate any portion of the streets, highways, sidewalks, or gutters of the city, without permission in writing first obtained from the superintendent of streets, signed by the superintendent so to do, which permit shall specify the character, extent and purpose of the excavation to be made, the length of time during which such excavation may be left open, and such other reasonable restriction as may be prescribed by the said superintendent of streets. The superintendent of streets shall, immediately after issuing such permit, file a copy of the same in the office of the city engineer. And if after the time limited in said permit, the person so digging up or excavating any street, highway, sidewalk or gutter shall neglect or refuse to restore such street, highway, sidewalk or gutter to as good condition as it was at the time such excavation was made, the superintendent of streets shall cause the same to be so restored at the expense of the person so excavating, and such expense shall be recoverable from such person in default as aforesaid by an action brought upon this section in the name of the City of Willimantic. Every person except the superintendent of waterwork or superintendent of sewers, and those acting under them, who shall, without the permission above provided for, dig up or excavate any portion of the streets, highways, sidewalks, or gutters of the City of Willimantic, or shall place therein any earth, stone, rubbish or other obstructions to the public use and travel, or who shall erect, set up, or continue upon any highway or street or any portion of the same, any building, fence or gate, or any part of any building, fence or gate, or who shall aid, assist or abet in any of said acts, shall for each offense be punished as provided in Section 1-7 of this Code.
(b) 
It shall be unlawful for any person to obstruct or to place or permit any encroachment of any kind or nature whatever, upon, or under, or over any street, sidewalk or other city-controlled property in the city without written permission from the traffic authority.

Whenever any person shall desire to use any portion of any street or sidewalk within the limits of the Town of Windham for the purpose of depositing or keeping any material to be used in the construction or repair of any building or other work, application shall be made in writing to the Town of Windham engineer for permission so to do, describing as nearly as may be the portion of street or sidewalk desired to be used and the probable length of time for such use. The city engineer to whom such application is made, may at his discretion grant such applicant written permission to use such designated place for the time specified. The person receiving such permission shall provide proper protection for the public by lights or otherwise, and shall also give a bond to the Town of Windham of such amount as the city manager may prescribe, to indemnify said Town of Windham against loss or damage occasioned by said obstructions.

No owner, occupant, lessee or other person in charge of any building or land, abutting on any street or highway within the City of Willimantic, shall allow, permit or cause water or other liquids to flow onto or over any sidewalk, nor shall be permit or cause any vehicle to pass over or encroach upon any sidewalk except at designated driveways. Every person who shall violate any provision of this section shall be punished as provided in Section 1-7.

(a) 
Removal of snow, sleet or ice. The owner of any land or building or land bordering upon any street within the Town of Windham where there is a sidewalk, graded, paved or planked, shall remove or cause to be removed therefrom any and all snow, sleet or ice within 24 hours after the same shall have fallen, been deposited, found, or formed; provided, however, that if such snow, ice or sleet shall have accumulated on such walk after 8:00 p.m. and before sunrise of the succeeding day, the same shall be removed before 9:00 a.m. of such succeeding day.
(b) 
Failure to comply. One written warning will be given to any owner or person having care of any building or lot of land bordering any street within the Town of Windham by the zoning code enforcement officer.
(c) 
Enforcement. If any owner or any person having care of any building or lot of land as aforesaid shall neglect to clear the sidewalk in front of its building or land within the time herein limited, the superintendent of public works of the town may cause the same to be cleared at the expense of the owner of the premises, and notice thereof with the charge therefor shall be delivered or mailed to the owner, person or corporation having the care of the sidewalk within 10 days after the clearing. If the expenses thereof shall not be paid by the owner, person or corporation, the same shall be a lien upon the premises adjoining and fronting the sidewalk, provided the superintendent of public works causes a certificate of lien to be recorded in the Town Clerk's office within 30 days of the time of the clearing.
The City of Willimantic may authorize a contract for the construction of sidewalks, curbs and drive ramps in any area of the City of Willimantic where same have not previously existed. The owner of the property shall be responsible for 2/3 of the cost of construction of the sidewalk, 2/3 of the cost of the construction of the drive ramp and 1/3 of the cost of the construction of the curbs, and shall be assessed for same. The assessment shall be made annually by the Common Council and shall be due and payable by the owner within 30 days of the assessment date. Interest on unpaid assessments shall accrue at the rate of 1% per month on the unpaid balance. Any assessment not paid within one year of the assessment date shall result in a lien being placed against the property. All assessments, interest and lien fees shall be paid into the revolving fund for sidewalk construction as created by the Charter.

No street parade of any description shall be allowed in the streets of the City of Willimantic unless permission shall first be obtained from the Chief of Police.

No person shall without authority turn on the water at any public hydrant.

(a) 
No bicycle shall be operated upon any sidewalk in Willimantic which adjoins a commercial establishment.
(b) 
Such bicycles may be operated on sidewalks in residential sections.
(c) 
Signs prohibiting the riding of bicycles in designated areas may be posted at the discretion of the local traffic authority.
(d) 
The Chief of Police shall enforce the provisions of this section and Section 1-7, General penalty.
