The office of Airport Manager is hereby established. The Airport
Manager shall be appointed from time to time by the Mayor and confirmed
by the Town Council, and may be removed by the Mayor with the consent
of the Town Council.[1]

The following Section in the State Statutes governs operation
of municipal airports.
305.210. Manner of operating airports — fees The local
legislative body of a city, including cities under special charter,
village, town or county which has established an airport or landing
field and acquired, leased, or set apart real property for such purpose
may construct, improve, equip, maintain, and operate the same, or
may vest jurisdiction for the construction, improvement, equipment,
maintenance, and operation thereof, in any suitable officer, board
or body of such city, village, town or county, or may by franchise
or contract authorize others, in whole or in part, to construct, equip,
maintain, and operate the same. The expense of such construction,
improvement, equipment, maintenance and operation shall be a city,
village, town or county charge, in whole or in part, as the case may
be. The local legislative body of a city, village, town, or county
may adopt regulations and establish fees for charges for the use of
such airport or landing field.
The Town may therefore have an officer, an airport manager,
operate the airport as an alternative to using an airport board.

A.
The
Airport Manager is to have immediate charge of activities at the airport.
The duties of the Airport Manager shall include, but not be limited
to:
1.
Managing the airport's aircraft and business operations
and financial functions;
2.
Promoting the development and efficient utilization of airport
properties;
3.
Enforcement of all Federal, State, and municipal laws and regulations
at the airport.
4.
Supervision of all Town employees at the airport.
5.
Making a monthly report of activities at the airport to the
Town Council at a regularly scheduled meeting.
6.
Proposing rules and regulations for the operation and use of
the airport. Such rules and regulations and amendments thereto shall
become effective upon the approval of the Council by ordinance. Violation
of such rules and regulations shall be unlawful.
7.
Making a continuous study of airport needs and of aviation in
the area, and shall make recommendations to the Council for the development
and use of the airport.
