There is hereby established a Recreation Committee for the Borough of Haledon to be known as the "Recreation Committee of the Borough of Haledon."
The purpose of the Recreation Committee is to organize and implement recreation activities for the residents of the Borough of Haledon.
A. 
The Recreation Committee shall consist of five members, who shall be residents of the Borough of Haledon. The members of the Recreation Committee shall be appointed by the Mayor with the advice and consent of the Council.
B. 
One member of the Recreation Committee shall be a member of the governing body and shall serve a one-year term. The remaining four members of the Recreation Committee shall be appointed to three-year terms. Members of the Recreation Committee shall serve without salary.
C. 
Initial appointments. Two members shall be appointed to three-year terms. Two members shall be appointed to two-year terms. At the expiration of the initial two-year terms, two members shall be appointed to three-year terms. All terms shall continue on a three-year basis.

D. 
Any vacancy occurring for any reason shall be filled for the unexpired term by appointment of the Mayor with advice and consent of the Council. A member shall be deemed to have vacated his or her appointment if he or she is absent from four consecutive meetings of the Committee.
E. 
The Recreation Committee shall organize annually, and the governing body representative member shall serve as chair.
The duties of the Recreation Committee shall be as follows:
A. 
Plan and implement recreation activities for the residents of the Borough of Haledon.
B. 
Anticipate fees that will be charged to activity participants to support the recreation programs and recommend those fees to the governing body.
C. 
Organize volunteers, including athletic coaches.
The Recreation Committee shall meet at least once per month and keep complete and accurate records of its meetings and activities and shall make an annual report to the Mayor and Council reflecting program costs and fees.
