This Part shall be known as Lower Macungie Township
"Park and Recreation Board Ordinance."

There is hereby established and created a Park
and Recreation Board to be known as "Lower Macungie Township Park
and Recreation Board."

The Lower Macungie Township Park and Recreation
Board shall consist of seven residents of Lower Macungie Township,
all appointed by the Lower Macungie Township Board of Commissioners.
The members of said Park and Recreation Board shall serve without
pay for terms of five years or until their successors are appointed.
The terms of such members will be staggered so that no more than two
members are appointed in any year. Each term shall commence on January
1 and terminate on December 31. Vacancies in such Board occurring
otherwise than by expiration of term shall be for the unexpired term
and shall be filled in the same manner as original appointments.

The Lower Macungie Township Park and Recreation
Board shall possess all the powers and be subject to all the responsibilities
of Board of Commissioners of Lower Macungie Township as are set forth
and provided in Article XIX of the Second Class Township Code which
shall include the power to equip, supervise and maintain parks, recreation
areas and facilities, and to conduct recreation programs; and such
Board may employ play leaders, recreation directors, supervisors,
superintendents, or any other employees as shall be deemed proper
and in such case such Board shall establish standards, qualifications
and salary schedules which shall be approved by the Board of Commissioners
of Lower Macungie Township for all classifications of recreation employees.
The Board and its executive, if any, shall prepare and submit an annual
report to the Board of Commissioners of Lower Macungie Township which
report shall include an analysis of the Township recreation areas,
facilities and leadership and shall make particular reference to the
extent and adequacy of the Township recreation and park program and
its effectiveness in view of the public expenditure involved and the
public needs to be met.

The members of the Lower Macungie Township Park
and Recreation Board established pursuant to this Part shall elect
their own chairman and secretary and select all other officers to
serve for a period of one year. Said members shall have the power
to adopt rules and regulations for the conduct of the duties and responsibilities
of the Board which shall include the right to select, employ and discharge
all recreation personnel used to carry out the provisions of this
Part. The Board shall hold regular meetings at such times and places
as it shall designate.

In the event Lower Macungie Township shall develop
a joint and cooperative plan of recreation service with any other
municipality or municipalities, including Lehigh County, said Lower
Macungie Township Park and Recreation Board shall conduct its duties
and responsibilities as is provided in Article XIX of the Pennsylvania
Second Class Township Code.

The Lower Macungie Township Park and Recreation
Board may solicit or receive gifts or bequests of money or other property
or any donation to be applied, principal or income, for recreational
purposes.
