A Public Safety Commission is hereby created.

1. 
The jurisdiction of the Public Safety Commission shall be limited to making recommendations to the Board of Commissioners regarding matters of public safety.

In its advisory capacity, the Public Safety Commission shall consult with the various boards and commissions of the Township in order to provide the Board of Commissioners with recommendations for the development of a Township safety program, if so requested by the Commissioners; shall study and report to the Commissioners on the possibility of protective programs, such as fire codes, traffic safety, fire protection and other programs which will be beneficial to the health, safety, morals and general welfare of the residents of the Township, shall make recommendations as to safety measures which should be addressed by the Commissioners in their review of subdivision and land development plans if so requested by the Commissioners or the Township Planning Commission; shall make recommendations regarding firefighting needs; and shall advise the Commissioners as to any other safety issues described by them.

In addition, the Public Safety Commission shall file an annual written report or monthly minutes making specific recommendations to the Commissioners regarding the establishment of safety programs and the facilities and materials needed to equip, operate and maintain present and proposed safety programs. A separate annual report shall be filed with the Township Commissioners, setting forth an analysis of the existing community safety programs with particular reference to the extent and adequacy of the programs and their effectiveness in view of the public expenditure involved and the public needs to be met.

The Public Safety Commission shall consist of an uneven number of members, not fewer than five nor more than seven. Members of the Public Safety Commission shall be appointed by the Board of Commissioners for terms of two years; provided, however, members of the Public Safety Commission shall be subject to removal at any time in the discretion of the Board of Commissioners. The terms of such members shall be staggered so that the terms of approximately one-half of such members expire each year. The Board of Commissioners may appoint certain members to one-year terms in order to implement this requirement. If a position appointed by the Board of Commissioners shall become vacant prior to the end of its term, the Board of Commissioners shall fill the position only for the remainder of the unexpired term.

There is hereby established a local emergency management organization for the Township of Lower Macungie, under the provisions of 35 Pa.C.S.A. § 7501, to be known as the "Lower Macungie Township Emergency Management Organization."

The Lower Macungie Township Emergency Management Organization shall consist of not fewer than three members, who shall be appointed by the Township's Emergency Management Coordinator from among residents of the Township and who shall serve at the pleasure of the Emergency Management Coordinator. No person shall continue as a member of the Lower Macungie Emergency Management Organization after he or she has ceased to be a resident of the Township.

The Lower Macungie Township Emergency Management Organization shall be responsible for all the duties of a local emergency management organization under the Emergency Management Services Code, 35 Pa.C.S.A. § 7101 et seq., as it may be amended from time to time ("code"), and shall advise the Board of Commissioners regarding mandatory and discretionary matters within the jurisdiction of the Board of Commissioners under the code, including, without limitation, providing the Board of Commissioners with proposals for a Township disaster emergency management plan, a Township emergency operations center, Township emergency training programs, and municipal mutual aid agreements.

The Lower Macungie Township Emergency Management Organization shall have power to adopt rules and regulations for the conduct of all business brought before the organization and of all its activities.

Whenever possible, the Commission shall encourage the County and other similar municipal organizations to develop cooperative safety programs which would care for all needs related to the safety and security of all persons and property within the greater Lehigh Valley.

Any studies or other work requiring expenditures of public funds shall require prior approval by the Township Board of Commissioners.
