A. 
A subdivider desiring approval of a plat of a subdivision shall submit a written application therefor along with ten (10) copies of a preliminary plat of the proposed subdivision which shall conform with the requirements of Section 410.100 hereof. Said preliminary plat shall first be submitted to the Planning and Zoning Commission for its approval or disapproval. The preliminary plat shall be checked by the Planning and Zoning Commission for conformance to the rules and regulations of this Chapter.
B. 
After the preliminary plat is approved by the Planning and Zoning Commission in accordance with this Chapter, such preliminary plat shall be submitted to the Board of Aldermen for its approval or disapproval. The Board of Aldermen shall afford a hearing on the preliminary plat, notice of the time and place of which shall be published in a newspaper of general circulation and shall be sent by the Administrative Officer by registered or certified mail to the person designated in the application, not less than fifteen (15) days prior to the date of the hearing. Thereafter, the Board of Aldermen shall give tentative approval or disapproval to the preliminary plat. A notation of the action shall be made on two (2) copies of the preliminary plat, including a statement of the reasons for disapproval if the preliminary plat is disapproved. One (1) copy shall be returned to the subdivider or his/her agent and one (1) copy added to the City's records.
C. 
Tentative approval of a preliminary plat does not constitute approval of a final plat. It indicates only approval of the layout as a guide to the preparation of the final plat. Tentative approval shall expire and be null and void after a period of one (1) year unless an extension of time is applied for by the subdivider or his/her representative and approved by the Board of Aldermen.

A. 
The preliminary plat shall show:
1. 
The location of present property lines, streets, buildings, watercourses, tree masses and other existing features within the area to be subdivided and similar information regarding existing conditions of land immediately adjacent thereto.
2. 
The proposed location and width of streets, alleys, lots, building and setback lines and easements.
3. 
Existing sanitary and storm sewers, water mains, culverts, and other underground structures within the tract or immediately adjacent thereto. The location and size of the nearest water main and sewer or outlet are to be indicated in a general way upon the plat.
4. 
The title under which the proposed subdivision is to be recorded and the name of the subdivider platting the tract.
5. 
The names and adjoining boundaries of all adjoining subdivisions and the names of recorded owners of adjoining parcels of unsubdivided land.
6. 
Contours with intervals sufficient to determine the character and topography of the land to be subdivided, but in no case shall the intervals be more than five (5) feet.
7. 
North point, scale and date.
8. 
Grades and profiles of streets and plans or written and signed statements regarding the grades or proposed streets, and the width and type of pavement, location, size and type of sanitary sewer or other sewage disposal facilities; water mains and other utilities, facilities for stormwater drainage; and other proposed improvements such as sidewalks, planting and parks, and any grading of individual lots.
