There is hereby created a free public library and a Public Library Board, whose membership and duties shall be as hereinafter provided.

The Mayor with the approval of the Board of Aldermen and the Library Board shall appoint a Library Board of three (3) to seven (7) members to be chosen from the citizens of Christian County, Missouri, with reference to their fitness for such position, which board shall be responsible for the operation of the public library. Additionally, at the first Board of Aldermen meeting after passage of this Chapter, the Mayor shall appoint a member of the Board of Aldermen to serve as liaison between the Board of Aldermen and the Library Board until the following January. Thereafter, at the regular meeting of the Board of Aldermen in January of each year, the Mayor shall appoint one (1) member of the Board of Aldermen to serve as a liaison between the Board of Aldermen and the Library Board for a term of one (1) year. Such Alderman shall attend the meetings of, and participate in the discussions of, the Library Board but shall not be permitted to vote on any measure or issue which may come before the Library Board.

Two (2) members shall be appointed for a one-year term expiring in January; three (3) to five (5) members shall be appointed for terms to expire bi-annually in January. Thereafter, at the first meeting of the Board of Aldermen in January of each year, members shall be appointed for two-year terms or until there successor is duly appointed and qualified.

When a vacancy occurs on the Library Board by removal, resignation or otherwise, of any member thereof, said vacancy shall be reported to the Board of Aldermen and shall be filled in like manner as original appointments for the unexpired term of said member. The Library Board shall recommend new appointments to the Mayor.

No Library Board member shall receive compensation as such.

It is the desire and recommendation of the Board of Aldermen that the Library Board members meet at least monthly on a set date and at a set time as determined by the members. The officers shall be elected in January of each calendar year. The members shall elect one (1) of their members to serve as Chairman; one (1) of the other members to serve as Treasurer; and another member to serve as Secretary of the Library Board.

A. 
The Library Board shall have the following duties and responsibilities:
1. 
Plan, promote, organize and conduct the library and its activities.
2. 
Establish hours of operation of the library keeping in mind both available resources and the needs of the community.
3. 
Make annual budget recommendations for the Library Board.
4. 
Compile policies and procedures to be utilized in the operation of the library, and advise the Board of Aldermen, in writing, in advance as to any activities, events or other plans promoted by the Library Board so as to avoid confusion and miscommunication and so as to ensure that all necessary approvals and consents have been obtained.
5. 
Maintain a clear distinction between its own function and the function of the City of Billings and City staff.

The Library Board shall, on or before the date of the regular meeting of the Board of Aldermen in November of each year, make an annual report concerning the discharge of its duties contained in Section 145.070, setting forth its recommendations to the Board of Aldermen concerning those subjects covered by Section 145.070, and accounting for any money received by, or entrusted to, the members of such Library Board.
