The Town hereby adopts a chapter entitled "An Ordinance to Establish
the Brothers Beach Town Park Committee."
A.
The
Brothers Beach Town Park Committee members are appointed by the Board
of Selectmen and must be sworn before assuming their duties.
B.
The
Committee shall consist of at least nine but not more than 12 members
to include, when possible, a member of the Alfred Conservation Commission,
a member of the Park and Recreation Committee and at least one resident
on the pond and a member of the general public. A quorum consists
of five members who are qualified to vote.
C.
The
term of each member is three years; however, the initial terms will
be staggered in one-, two- and three-year terms.
D.
When
there is a permanent vacancy, the Board of Selectmen may appoint a
new member to serve for the remainder of the unexpired term.
A.
The
Chairman shall preside at all meetings. The Vice Chairman shall preside
in the absence of the Chairman. The Secretary shall maintain a record
of all proceedings.
B.
All
meetings and records shall be subject to the Maine Freedom of Access
Act, 1 M.R.S.A. §§ 401 through 410.
C.
Five
or more members present shall constitute a quorum. No votes will take
place unless a quorum is present.
A.
It
shall be the responsibility of the Brothers Beach Town Park Committee
to develop, implement and maintain a plan for the 33.6 acre property
on Route 202 with frontage on the Shaker Pond, the plan to include
use(s) of property, services to be offered, property maintenance,
signage, parking, associated costs/budget and potential programs/events,
rules and regulations etc.
B.
It
shall be the responsibility of the Brothers Beach Town Park Committee
to know and apply the Alfred Zoning Ordinance, Wildlife Inland Fisheries
and the State Department of Environmental Protection rules and regulations
when developing and implementing this plan.
Funding the operations of the Brothers Beach Town Park Committee
will be made through the Town Meeting process and spent through the
Selectmen warrant process.
This chapter may be amended at any Annual or Special Town Meeting.
