There shall be a Community and Employee Relations Committee, which shall be a standing committee of the City Council and which shall support policies the Committee believes to encourage and support strong relationships with the City's employees, constituents, and committees in the community, including but not limited to festivals, fairs, and street collections.

The Community and Employee Relations Committee shall be comprised of four (4) City Councilpersons. All four (4) members shall be regular voting members. The Community and Employee Relations Committee shall elect one of its members as Chairperson.

Membership shall be appointed annually for one-year terms. Appointments will be made by the Mayor with the advice and consent of the City Council at the first meeting of the City Council after each City election. In the event of death or resignation of any member, the Mayor shall appoint a successor to serve the remaining portion of his or her term.

The Community and Employee Relations Committee will report on community and employee issues at the regular monthly meeting of the City Council and will have power to make recommendations to the full Council regarding the same. The Committee may appoint such officers and subcommittees it deems appropriate for its operation and may adopt for itself a set of bylaws that will determine its functions and operations under the authority of and in accordance with the City of Louisiana Municipal Code, and the laws of the State of Missouri.
This chapter, in no way, shall circumvent the established chain of command in the City of Louisiana as set forth in ordinance and policy.
