There is hereby created a recreation board known as the "Collier Township Parks and Recreation Board."

1. 
The Board shall be composed of seven members, to be appointed by the Board of Township Commissioners, with the power to provide, conduct, and maintain public recreation areas, facilities and centers subject to direction by and approval of the Board of Commissioners and to the provisions of the First Class Township Code, §§ 3009-3011, 53 P.S. §§ 58009-58011.

The Board members shall serve for terms of five years, or until their successors are appointed, except that the members first appointed shall be appointed for terms such that the terms of not more than two members shall expire annually thereafter.

Vacancies in such board, occurring otherwise than by expiration of term, shall be filled in the same manner as original appointments and for the unexpired term.
4. 
Member shall serve without pay, but may be reimbursed for all expenses incurred in the course of their duties after submission of receipts and approval of the Board of Commissioners.
5. 
All members so appointed shall serve their full terms unless they voluntarily resign or be removed by the Township Commissioners for malfeasance or nonfeasance of duty.

1. 
The Parks and Recreation Board shall appoint from its membership, for a term of one year, a chair and secretary and such other officers as it may deem necessary for the orderly procedure of its business, and may adopt by-laws, rules and regulations covering its procedure not inconsistent with the provisions of state laws. The Board shall, from time to time, suggest to the Board of Commissioners rules governing the operation and conduct of the recreational facilities operated by the Board. The Board shall hold regular public meetings at such times and places as it may designate. The Board shall supply its meeting minutes to the Township Secretary.

The Parks and Recreation Board shall advise the Board of Commissioners regarding the maintenance, operation and supervision of the public parks, playfields, and all outdoor and indoor recreation areas and facilities owned or controlled by Collier Township. The Parks and Board shall be engaged in evaluating and monitoring maintenance, operation and supervision of such parks, areas and facilities to the extent authorized and directed by the Board of Commissioners.

Subject to prior approval by the Board of Commissioners, the Parks and Recreation Board may seek on behalf of the Township any grant, gift, bequest or donation of services, equipment, real estate, or money from any individual or group, to be used as specified by the donor, or by the terms of acceptance. The Parks and Recreation Board shall have no authority to enter into any contract or incur any obligation binding upon the Township of Collier other than obligations or contracts approved by the governing body of the Township of Collier. The Parks and Recreation Board shall advise the Board of Commissioners regarding appointment and retention of any Township recreation personnel.
4. 
The Parks and Recreation Board shall make full and complete reports to the governing body at such times as may be designated or requested by the governing body. The fiscal year of said Recreation Board shall conform to that of the Township.
5. 
The Parks and Recreation Board shall prepare and submit to the Board of Commissioners, prior to September 15 of each year, a recommended parks and recreation budget for the upcoming year, with all necessary and helpful explanation and factual and documentary support.
6. 
Such powers as are now or may hereafter be provided by statute of the Commonwealth of Pennsylvania, or by ordinances of the Township of Collier relating to the development and operation of recreation systems, public parks, and playgrounds are hereby vested in the Parks and Recreation Board, to be exercised by it subject to any and all restrictions contained in such powers and ordinances, and subject to prior authorization by the Board of Commissioners.
