The purpose of this district is to protect agricultural uses and preserve natural features and resources while encouraging low-density single-family residential development suited to the natural conditions and to provide for accessory uses and compatible public and semipublic uses as conditional uses or uses by special exception.

In the R-1 Rural Residential District, only the following uses are authorized:
502.1. 
Permitted Uses.
A. 
Principal Uses:
(1) 
Agriculture, subject to § 27-2109.
(2) 
Single-family dwelling.
(3) 
Conservation subdivision, having one or both of the following housing types:
(a) 
Single-family dwellings.
(b) 
Two-family dwellings.
(4) 
Essential services.
(5) 
Forestry.
(6) 
Kennel, subject to § 27-1906.29
(7) 
Public recreation, subject to § 27-1906.47.
B. 
Accessory Uses:
(1) 
Agricultural sales, subject to § 27-2109.
(2) 
Fences, subject to § 27-2104.
(3) 
Home office.
(4) 
No-impact home-based business.
(5) 
Off-street parking and loading, subject to Part 22.
(6) 
Outdoor hydronic heater, subject to § 27-1906.51.
(7) 
Private garages and storage buildings, subject to § 27-2104.
(8) 
Private residential swimming pools or sports courts, subject to § 27-2104.
(9) 
Private stable, subject to § 27-2109.
(10) 
Signs, subject to Part 23.
(11) 
Solar energy system (small), subject to § 27-1906.51.
(12) 
Temporary construction trailer, model home or sales office, subject to § 27-2108.
(13) 
Wind energy system (small), subject to § 27-1906.51.
(14) 
Other accessory uses customarily incidental to and on the same lot with any permitted use authorized in this district.

Conditional Uses.
A. 
Principal Uses:
(1) 
Bed-and-breakfast, subject to § 27-1906.4.
(2) 
Boarding stable or riding academy, subject to § 27-1906.6.
(3) 
Cemetery, subject to § 27-1906.8.
(4) 
Churches, subject to § 27-1906.9.
(5) 
Firehouses, subject to § 27-1906.9.
(6) 
Golf course; country club, subject to § 27-1906.21.
(7) 
Mineral removal, subject to § 27-1906.34 except that oil and gas well is not permitted.
(8) 
Mobile home park overlay, subject to § 27-1906.37.
(9) 
Public buildings, subject to § 27-1906.9.
(10) 
Public utility building or structure, subject to § 27-1906.49.[1]

Accessory Uses:

Communications antenna mounted on an existing building or existing public utility storage or transmission structure, subject to § 27-1906.10.

Uses accessory to an approved conditional use, other than fences or signs, subject to § 27-1903.2.

Uses by Special Exception.
A. 
Principal Uses:
(1) 
Day-care center or preschool facility in a church or school, subject to § 27-1906.15.
(2) 
Temporary use or structure, other than a construction trailer, model home or sales office, subject to § 27-1906.56.
B. 
Accessory Uses:
(1) 
Family day-care home, subject to § 27-1906.17.
(2) 
Home occupation, subject to § 27-1906.24.
(3) 
Uses accessory to an approved use by special exception, other than fences or signs, subject to § 27-1903.2.

In the R-1 Rural Residential District, all uses shall be subject to the following regulations, except as they may be modified by the express standards and criteria for the specific conditional uses and uses by special exception contained in Part 19.

Minimum Lot Area:
A. 
Agriculture: 10 acres.
B. 
Boarding stable or riding academy: 10 acres.
C. 
Private stable: three acres.
D. 
Single-family dwelling:
(1) 
Without public sewers: one acre.
(2) 
With public sewers: 20,000 square feet.
E. 
Conservation subdivision (requires public sewers):
(1) 
Single-family dwelling: 12,000 square feet.
(2) 
Two-family dwelling: 8,000 square feet per unit.
F. 
All other principal uses: one acre.
503.2. 
Minimum Lot Width:
A. 
Single-family dwelling:
(1) 
Without public sewers: 175 feet.
(2) 
With public sewers: 125 feet.
B. 
Conservation subdivision:
(1) 
Single-family dwelling: 80 feet.
(2)

Single-family dwelling: 35%.

Conservation subdivision:

Single-family dwelling: 40 feet.
(2) 
Conservation subdivision: 25 feet.
