The purpose of this district is to provide for medium-density single-family development; to provide multifamily housing opportunities in planned residential developments; and to provide for compatible public, semipublic and accessory uses as conditional uses or uses by special exception.

In the R-3 Medium Density Residential District, only the following uses are authorized:
702.1. 
Permitted Uses.
A. 
Principal Uses:
(1) 
Single-family dwelling.
(2) 
Conservation subdivision, having one or more of the following housing types:
(a) 
Single-family dwelling.
(b) 
Two-family dwelling.
(c) 
Triplex.
(d) 
Fourplex.
(e) 
Townhouse.
(3) 
Essential services.
(4) 
Forestry.
(5) 
Public recreation, subject to § 27-1906.47.
B. 
Accessory Uses:
(1) 
Fences, subject to § 27-2104.
(2) 
Home office.
(3) 
No-impact home-based business.
(4) 
Off-street parking and loading, subject to Part 22.
(5) 
Outdoor hydronic heater, subject to § 27-1906.51.
(6) 
Private garages and storage buildings subject to § 27-2104.
(7) 
Private residential swimming pools or sports courts, subject to § 27-2104.
(8) 
Signs, subject to Part 23.
(9) 
Solar energy system (small), subject to § 27-1906.51.
(10) 
Temporary construction trailer, model home or sales office, subject to § 27-2108.
(11) 
Wind energy system (small), subject to § 27-1906.51.
(12) 
Other accessory uses customarily incidental to and on the same lot with any permitted use authorized in this district.

Conditional Uses.
A. 
Principal Uses:
(1) 
Bed-and-breakfast, subject to § 27-1906.4.
(2) 
Churches, subject to § 27-1906.9.
(3) 
Firehouses, subject to § 27-1906.9.
(4) 
Neighborhood commercial uses, subject to § 27-1906.40.
(5) 
Public buildings, subject to § 27-1906.9.
(6) 
Public utility building or structure, subject to § 27-1906.49.

Day-care center or preschool facility in a church or school, subject to § 27-1906.15.
(2) 
Temporary use or structure, other than a construction trailer, model home or sales office, subject to § 27-1906.56.
B. 
Accessory Uses:
(1) 
Family day-care home, subject to § 27-1906.17.
(2) 
Home occupation, subject to § 27-1906.24.
(3) 
Uses accessory to an approved use by special exception, other than fences or signs, subject to § 27-1903.2.

In the R-3 Medium Density Residential District, all uses shall be subject to the following regulations, except as they may be modified by the express standards and criteria for the specific conditional uses and uses by special exception contained in Part 19.

Without public sewers: one acre.
(2) 
With public sewers: 12,000 square feet.
B. 
Conservation subdivisions (requires public sewer):

Single-family dwelling: 8,000 square feet.

Two-family, triplex, fourplex: 5,000 square feet per unit.

Townhouse: 4,000 square feet per unit.

All other principal uses: one acre.
