A.
Prior to the start of an excavation work, the developer shall notify
the Township Engineer. At that time the Township Engineer shall inspect
the construction location and grade stakes, original ground conditions
and weather conditions and shall decide whether work is to proceed
or be delayed.
B.
During rough grade work the Township Engineer shall conduct periodic
inspection of work progress and investigate any subsurface conditions
that are encountered. If, during the course of construction, unforeseen
conditions, such as springs, aquiferous layers, high groundwater tables
and miscellaneous unknowns, are encountered, it shall be at the discretion
of the Township Engineer whether or not the developer shall install
additional catch basins, storm drains, trench drains or any other
drainage appurtenances.
C.
The Township Engineer shall inspect all drainage trenches and storm
drain pipes prior to any backfilling of the trenches. The storm drain
pipes, pipe joints and pipe bedding shall be inspected by the Township
Engineer before the trenches can be backfilled. All trenches shall
be back-filled and tamped in accordance with specifications approved
by the Township Engineer as set forth in local laws and ordinances.
D.
The Township Engineer shall inspect excavation, subbase and pouring
of curbs and sidewalks. Said construction shall conform to plans and
specifications.
E.
The tickets for delivered-on-the-site materials shall be inspected
to determine the quantities used.
F.
The Township Engineer shall inspect and check the materials and amount
of said materials used for the subbase material. Said materials shall
conform to the requirements as set forth on the plans and specifications.
When approval is given by the Township Engineer, the work may proceed.
G.
The Township Engineer shall inspect final pavement construction work
during the course of said construction. The pavement shall be constructed
in accordance with the requirements as set forth on the plans and
specifications.
H.
The Township Engineer shall inspect the site for grading of individual
lots so as to avoid the creation of low spots on lawns and driveways.
I.
The installation of concrete monuments shall be inspected by the
Township Engineer.
J.
Utilities shall be inspected by the Township Engineer in conjunction
with the various utility companies concerned.
K.
The Township Engineer shall perform tree inspection in conjunction
with the Chief Building Official to prevent the unnecessary destruction
of trees of four-inch diameter and greater.
L.
The Township Engineer shall inspect the installation of shade trees
in conjunction with a Director or Supervisor of the Department of
Public Works.

M.
It shall be the responsibility of the Township Engineer to render
inspection reports of every inspection he makes to the Township Council.
In the event the applicant shall elect to proceed with the installation of the improvements required under ordinance, the improvements set forth in the contract between the owner and subdivider and the Township of Washington and the improvements set forth in the approved preliminary plat, he shall be required to post the fee of 7% for the Township Engineering and legal services as set forth in Article XVI.
