B.
Within the aforesaid rank structure, the Police Department shall
consist of the following:

C.
There may be designated an Automobile Maintenance Officer from among
the members of the Police Department below the rank of Lieutenant.
D.
Anyone appointed to the rank of Corporal shall be entitled to the
payment of an annual stipend in the sum of $350, payable within one
month of such appointment, and within one month of the anniversary
date of such appointment each year thereafter upon presentation of
a voucher therefor, such stipend not to be included as part of base
pay. In the event that a voucher is not timely submitted in any year,
then payment of such stipend shall be made in the month of December
of such year.
E.
Anyone appointed to the rank of Sergeant First Class shall be entitled
to the payment of an annual stipend in the sum of $750, payable within
one month of such appointment and within one month of the anniversary
date of such appointment each year thereafter upon presentation of
a voucher therefor, such stipend not to be included as part of base
pay. In the event that a voucher is not timely submitted in any year,
then payment of such stipend shall be made in the month of December
of such year.

The Director of the Police Department, with the approval of
the Mayor, shall appoint the Chief of Police, the Captain, the Lieutenants,
the Sergeants and the patrolmen of the Police Department. The Captain,
the Lieutenants, the Sergeants and the patrolmen shall perform such
duties as may be designated to them by the Chief of Police.
Every officer or member of the said Police Department, before
entering upon the performance of his duties, shall take and subscribe
an oath or affirmation as prescribed by law and shall file such oath
or affirmation with the Township Clerk within the time prescribed
by law.

A.
The Chief of Police shall be the head of the police force and shall
discharge all of the duties and responsibilities of a Chief of Police
pursuant to policies established by the appropriate authority, including
the following duties:
(1)
Administer and enforce rules and regulations and special emergency
directives for the disposition and discipline of the force and its
officers and personnel;
(2)
Have, exercise and discharge the functions, powers and duties of
the force;
(3)
Prescribe the duties and assignments of all subordinates and other
personnel;
(4)
Delegate such of his authority as he may deem necessary for the efficient
operation of the force, to be exercised under his direction and supervision;
and
(5)
Report at least monthly to the appropriate authority, in such form
as shall be prescribed by such authority, on the operation of the
force during the preceding month, and make such other reports as may
be requested by such authority.
B.
The Mayor is hereby designated as the appropriate authority with
full power to establish policies for the Police Department. The Chief
of Police shall be directly responsible to the appropriate authority
for the efficiency and routine day-to-day operations of the Police
Department, and the Chief of Police shall report to the appropriate
authority and to the Director of Public Safety as head of the Department
of Public Safety.
C.
The appropriate authority shall, after consultation with the Director
of Public Safety, promulgate and adopt rules and regulations for the
government of the police force and for the discipline of its members.
Such rules and regulations, once promulgated and adopted by the appropriate
authority, shall remain on file with the Director of Public Safety
and the Police Department.

No person shall be eligible for appointment as an officer or
member of the Police Department unless he is qualified under state
law.

All members of the Police Department shall be paid such salary
as set forth in the Salary Ordinance.[1]

All members of the Police Department shall hold office and continue in their employment during good behavior and efficiency. They shall not be removed from office or employment in the Police Department for political reasons or for any other cause than incapacity, misconduct or disobedience of the just rules and regulations established or which may hereafter be established for the regulation of the Police Department; provided, however, that the provision hereof in respect to tenure of office shall not be applicable to any special police officers who may be appointed in accordance with § 72-8 hereof or any officers or patrolmen who may be employed temporarily in case of emergency or for parts of years where their services are not needed throughout the entire year.

The Director, with the approval of the Mayor, may appoint special
law enforcement officers of any class authorized by law, from time
to time, for a term not exceeding one year, as in his judgment may
be required for the proper enforcement of the law, which said special
law enforcement officers shall be appointed pursuant to the provisions
of N.J.S.A. 40A:14-146.8 et seq., as amended. Such appointment of
such special law enforcement officers may be revoked without cause
or hearing. They shall not be members of the police force, and their
powers, rights and duties shall immediately cease at the expiration
of the term for which they were appointed or upon revocation of their
appointment. Every such special law enforcement officer shall be under
the supervision and direction of the Chief of Police.

The Mayor may appoint such traffic monitors from time to time,
for a term not exceeding one year, as in his judgment may be required.
Such appointment of such traffic monitors may be revoked without cause
or hearing. They shall not be members of the police force, and their
powers, rights and duties shall immediately cease at the expiration
of the term for which they were appointed or upon revocation of their
appointment. They shall perform such duties as may be delegated to
them by the Chief of Police and shall be under the supervision and
direction of the Chief of Police. They shall be paid such salaries
as hereafter may be determined and established by the Township Council
in the manner prescribed by law.[1]

The Office of Police of the Township of Washington, upon request,
may provide police officers for attendance at any function, including
without limitation that of any school, public or private, and of any
profit, nonprofit, fraternal, religious or other type of group, association,
corporation or entity.
The services may be provided as scheduled and directed by the
Chief of Police or chief administrative officer designated in the
rules and regulations pertaining to the Office of Police.

A.
Except as set forth hereafter, the fee to be paid to the Township
by any group, association, corporation or entity for such services
rendered shall be as follows:
(1)
For each police officer in attendance, the amount equivalent to that
officer's hourly rate to be paid as part of his salary (regular or
extra duty) increased by 35% to accommodate labor and other related
costs.
(2)
For each municipal facilities' employee in attendance, the amount
equivalent to that employee's hourly rate to be paid as part of his
salary (regular or extra duty) increased by 35% to accommodate labor
and other related costs.
B.
The fee to be paid to the Township by Westwood Board of Education
for services related to the operation of its facilities shall be as
follows:
(1)
For
each police officer in attendance, the amount equivalent to that officer's
hourly rate to be paid as part of his salary (regular or extra duty)
increased by 10% to accommodate labor and other related costs.
C.
The fees to be paid to the Township as reimbursement for use of Township vehicles and equipment in relation to off-duty employment, insurance and damage claims (in addition to costs of individual Township personnel) are set forth in Chapter 212, Fees.
D.
All fees
for such services shall be paid to the Chief Financial Officer of
the Township of Washington, as billed by the Business Administrator.
