The Township Board of Commissioners shall have the authority to assign
names to all public and private streets in the Township and to change
such names if deemed necessary to achieve the purposes of this Part.
In the case of new subdivisions and land developments, the street
names shall be included on the plans required by the Township for
review.
2.
The following standards and procedures shall be utilized when naming
streets, to be applied and interpreted in the sole reasonable discretion
of the Township Code Enforcement Officer so as to best implement the
purposes of this Part in a practical and feasible manner:
A.
A "street" refers to any public right-of-way, street, avenue, road,
square, alley, highway, or other public place of right-of-way located
within the Township of Collier and established for the use of vehicles.
B.
All streets that serve two or more properties under different ownership
will be named regardless of whether the ownership is public or private.
C.
A street name assigned by the Township shall not constitute or imply
acceptance of the street into the Township road system or as a public
way.
D.
No two streets shall be given the same name, e.g., Willow Street
and Willow Road.
E.
No two streets shall have similar-sounding names, e.g., Beach Street
and Peach Street.
F.
Each street shall have the same name throughout its entire length.
G.
No street name shall be over 16 characters in length. In counting
characters, spaces between words shall be included, but street name
suffixes (e.g., road, drive, lane, circle, court) shall not be included.

numbers to all buildings in the Township and to change such numbers
if deemed necessary to achieve the purposes of this Part. In the case
of new subdivisions and land developments, the building number shall
be included on the plans required by the Township for review.

The following standards and procedures shall be utilized when assigning
numbers to buildings and vacant lands, to be applied and interpreted
in the sole reasonable discretion of the Township Code Enforcement
Officer so as to best implement the purposes of this Part in a practical
and feasible manner:
A.
A "building" refers to any residence, structure or building.
B.
Allowances shall be made for vacant properties in order that numbers
may be properly assigned for future development.
C.
Official property numbers shall proceed from a logical point of origin.
Each street will have a point of origin as a zero starting point for
address numbers.
D.
Numbers shall be assigned every 50 feet along both sides of the street,
with even numbers appearing on the left side of the street and odd
numbers appearing on the right side of the street, as the numbers
ascend.
E.
The number assigned to each building shall be that of the numbered
interval falling closest to the front door or the driveway of said
building if the front door cannot be seen from the main road.
F.
Every building with more than one principal use or occupancy shall
have a separate number for each use or occupancy, e.g., duplexes will
have two separate numbers; apartments will have one road number with
an apartment number, such as 235 Maple Road, Apt. 21.
G.
Mobile home park lots shall have unit numbers throughout the park.
H.
The assignment of a building number is required prior to the issuance
of a zoning permit.
I.
The center of all streets shown on subdivision plans submitted to
the Township shall be marked, by line or dot, every 50 feet to aid
in the assignment of building numbers in the proposed subdivision.

For existing Township-owned streets, street name signs shall
be designed, purchased, installed and maintained by the Township.
In the case of new subdivisions and land developments where new streets
are created, the cost of the street name signs and posts and installation
shall be assumed by the developer.

The following standards and procedures shall be utilized when determining
the specifications for building numbers, to be applied and interpreted
in the sole reasonable discretion of the Township Code Enforcement
Officer so as to best implement the purposes of this Part in a practical
and feasible manner:
A.
Number on the Building. Where the building is within 50 feet of the
edge of the road right-of-way, the assigned number shall be displayed
on the front of the building in the vicinity of the front door or
entry.
B.
Number at the Road Line. Where the building is over 50 feet from
the edge of the road right-of-way, the assigned number shall be displayed
on a post, fence, wall, the mailbox, or on some structure at the property
line adjacent to the walk or access drive to the building.
C.
Size, Color and Location of Number.
(1)
Numbers shall be of a color that contrasts with their background
color and shall be a minimum of four inches in height with a minimum
stroke width of 0.5 inch (12.7 mm).
(2)
Numbers shall be Arabic numerals or alphabet letters.
(4)
Numbers shall be conspicuously located and placed so as to clearly
identify the building to which they relate.
(5)
Numbers shall be placed in a position to be plainly legible
and visible from the street or road fronting the property.
(6)
If a building number and/or numbers are knocked down, removed,
or otherwise covered, the owner of the subject property shall repair
and/or reinstall the building number and/or numbers within 15 days
of the occurrence. It shall be unlawful to cover, conceal or permit
the site obstruction of the building numbers.
(7)
Property Number. Every person whose duty is to display an assigned
number shall remove any different number which might be mistaken for,
or confused with, the number assigned in conformance with this Part.

Building Numbering.
A.
It shall be the duty of the Township to notify by mail each property
owner, the post offices of the new addresses, as well as Allegheny
County 911.
B.
It shall be the duty of each new property owner to install numbers
on the property owner's building or buildings in compliance with
this Part within 90 days of notification or by January 1, 2014, whichever
occurs last. On new structures, numbering must be installed prior
to the first use or occupation of the building.

This Part shall be enforced by the Township Code Enforcement Officer,
who may allow, in his or her sole reasonable discretion, variances
from the requirements herein to avoid undue hardship due to location,
topography, visibility, terrain or where an equivalent alternative
method of implementing this Part is proposed that equally accomplishes
the objectives of the Part. The time and expense of notification of
a new address or displaying numbers that meet the specifications herein
is not grounds for a variance.
2.
The Township Codes Officer shall be responsible for maintaining the
following official records of this Part:
A.
A municipal map(s) for official use showing street names and numbers.
B.
An alphabetical list of all property owners as identified by current
tax records, by last name, showing the assigned numbers.
C.
An alphabetical list of all streets with property owners listed in
order of their assigned numbers.

1.
Any person, firm or corporation who shall violate any provision of
this Part, upon conviction thereof, shall be sentenced to pay a fine
of not more than $1,000 plus costs and, in default of payment of said
fine and costs, to a term of imprisonment not to exceed 30 days.
2.
Each day that a violation of this Part continues shall constitute
a separate offense.

The provisions of this Part are severable. If any section, sentence,
clause or portion of this Part shall be held to be illegal, invalid
or unconstitutional, the remaining provisions shall not be affected
or impaired.

Any ordinance or resolution or part thereof conflicting with
the provisions of this Part is hereby repealed to the extent of such
conflict.

This Part shall be effective upon recordation in the Township
Ordinance Book.
