Off-street parking spaces shall be provided in all zoning districts, except C-2, and satisfactorily maintained in accordance with the following provisions for each building or use which, after the effective date of this chapter, is established, erected, enlarged or altered for use for any of the following purposes in any district; for uses not specifically listed, the requirements for the most similar use listed shall be followed. When a specific use or similar use is not listed, the required number of off-street parking spaces will be determined from a parking demand study. The study will be based on the use, the expected number of full-time employees, and an estimated number of clients, customers, and visitors. The study shall include a projection analysis for future growth of the use. The purpose of the parking demand study shall be to determine the number of off-street parking spaces needed for employees, clients, customers, and visitors. The Borough shall conduct the study and base the study on data available from the applicant and either the National Parking Association, the Institute of Transportation Engineers, or the American Planning Association. The cost of such a study shall be paid by the applicant.

1. 
Existing Parking. Structures and uses in existence at the date of adoption of this chapter shall not be subject to the requirements of this Part so long as the kind or extent of use is not changed, and provided that any parking facility is now serving such structures or uses shall not in the future be reduced below such requirements.
2. 
Change in Requirements. Whenever there is an alteration of a structure or a change or extension of a use which increases the parking requirements according to the standards of § 27-701, the total additional parking required for the alteration, change or extension shall be provided in accordance with the requirements of that section.
3. 
Conflict with Other Uses. No parking area shall be used for any use that interferes with its availability for the parking need it is required to serve.
4. 
Continuing Character of Obligation. All required parking facilities shall be provided and maintained so long as the use exists which the facilities were designed to serve. Off-street parking facilities shall not be reduced in total extent after their provision except in conformity with the requirements of this Part. Reasonable precautions shall be taken by the owner or sponsor of particular uses to assure the availability of required facilities to the employees or other persons whom the facilities are designed to serve.
Such facilities shall be designed and used in such a manner as to at no time constitute a nuisance, or a hazard, or unreasonable impediment to traffic.
5. 
Joint Use.
A. 
Two or more uses may provide for required parking in a common parking lot if the total space provided is not less than the sum of the spaces required for each use individually. However, the number of spaces required in a common parking facility may be reduced below this total by approval of the Zoning Hearing Board if it can be demonstrated to the Board that the hours or days of peak parking needed for the uses are so different that a lower total will provide adequately for all uses served by the facility.
B. 
Up to 50% of the parking spaces for (a) theaters, auditoriums, bowling alleys, or private clubs and up to 100% of the parking spaces required for churches or meeting halls may be provided collectively and used jointly by (b) banks, offices, retail stores, repair shops, service establishments, and similar uses not normally open, used, or operated during the same hours as those listed in (a) provided, however, a written agreement assuring the continued availability of such parking areas shall be properly drawn and executed by the parties concerned, approved as to legal sufficiency by the Borough Solicitor, and filed with application for zoning permit.
6. 
Fractional Spaces. Where the computation of required parking space results in a fractional number, any fraction of the next higher number shall be counted as one.
7. 
Location of Parking Spaces. Required off-street parking spaces shall be on the same lot or premises with the principal use served, or, where this requirement cannot be met, within 300 feet of the principal use served within the same district.
8. 
Maintenance of Parking Area.
A. 
For parking areas of three or more vehicles, the area not landscaped and so maintained, including driveways, shall be graded, surfaced with a dustless, durable, all-weather pavement parking surface, and drained to the satisfaction of the Borough Engineer to the extent necessary to prevent dust, erosion or excessive water flow across streets or adjoining property. All off-street parking spaces shall be marked so as to indicate their location.
B. 
Parking areas with less than three parking spaces that are not provided with the type of surface specified in § 27-702, Subsection 8A, shall be graded and surfaced with crushed stone or gravel to provide a surface that is stable and will help reduce dust and erosion. The perimeter of such parking areas and driveways shall be defined by bricks, stones, landscape ties or other similar devices. In addition, whenever such a vehicle accommodation area abuts a paved street, the driveway or portion of the parking surface leading from the street to the parking area shall be paved as specified in § 27-702, Subsection 8A, for a distance of 10 feet back from the paved street surface, or when a curb and sidewalk exist, the drive and parking area shall be paved from the street to the building side of the sidewalk.
C. 
Parking of vehicles in areas other than approved parking areas shall be prohibited.
9. 
Lighting. All parking areas and driveways serving commercial uses shall be adequately illuminated during the hours of use between sunset and sunrise.
10. 
Shade Trees. Off-street parking areas which provide parking for 10 or more vehicles shall be provided with shade trees of a type and size approved by the Borough. The shade trees shall be located in a planned manner within the parking lot area.

The design standards specified below shall be required for all off-street parking facilities with a capacity of three or more vehicles built after the effective date of this chapter.

2. 
Parking areas shall be designed so that each motor vehicle may proceed to and from the parking space provided for it without requiring the moving of any other motor vehicle.
3. 
The width of entrance and exit drives shall be:
A. 
A minimum of 12 feet for one-way use only;
B. 
A minimum of 20 feet for two-way use is allowed except for driveways and parking areas designed for less than three cars. Driveways and parking areas made for less than three cars shall have a minimum of a ten-foot wide driveway.
C. 
A maximum of 40 feet at the street line.
4. 
Any use with less than 100 feet of lot frontage on a public street shall have no more than one accessway to each such street. Any business or other use with 100 feet or more of frontage on a public street shall have no more than two accessways to any one street for each 300 feet of frontage. Where more than one accessway is permitted, their centerline shall be placed at least 80 feet apart. On all corner properties, they shall be spaced a minimum of 60 feet, measured at the curb line, between the center line of any entrance or exit drive and the street line or the street parallel to said access drive.
5. 
In no case shall parking areas for three or more vehicles be designed to require or encourage cars to back into a public street in order to leave a lot.
6. 
All parking spaces and access drives shall be at least five feet from any lot line. If the owners of the adjoining lots agree in writing to provide off-street parking, the five feet setback requirement may be waived for the adjoining property line of the properties of the adjoining property owners. At any time this agreement is terminated by either party, the five feet criteria will be required.
7. 
Except where entrance and exit drives cross street lines, all parking areas for any purpose other than single family residences shall be physically separated from any public street by a concrete curb, sidewalk (where required), and by a planting strip which shall be not less than eight feet in width.
A. 
Exceptions:
(1) 
Newly created or expanded parking areas for existing buildings shall be required to be physically separated from the public street and/or adjoining properties by a concrete curb, sidewalk (where required), and a planting strip which shall not be less than three feet. Plant material shall be presented and approved by the Borough Planning Commission who shall be selected for interest in its structure, texture and color and for its ultimate growth. Plants that are indigenous to the area and others that will be hearty, harmonious to the design and of good appearance, shall be used. This criteria is not intended to restrict imagination, innovation or variety, but rather to assist in focusing on design principles, which can result in creative solutions that will develop a satisfactory visual appearance within the Borough, preserve taxable values and promote the public health, safety and welfare.
(2) 
In the C-2 zoning district, § 27-703, Subsection 6, shall not apply to public parking structures with more than one parking level.
8. 
All artificial lighting used to illuminate any parking space or spaces shall be so arranged that no direct rays from such lighting shall fall upon any neighborhood property.
9. 
Compact Car Spaces. Parking lots designed for 10 or more spaces may include 30% of the spaces for use by compact cars. These spaces shall be not less than eight feet wide and 18 feet deep. Compact car spaces shall be marked and distinguished from standard spaces.
10. 
Design Standards for Short-Term Rental Off-Street Parking.

A. 
All parking for overnight guests and day guests shall be designated in the permit and shall be located on the owner's property and not in any private, community or public right-of-way.
B. 
The required number of parking spaces may include spaces in a garage which can accommodate vehicles.
C. 
All parking spaces shall be improved to a mud-free condition with paving, stone or similar material and shall count as part of the maximum lot coverage established by the Borough Zoning Ordinance.
D. 
Each vehicle parking space shall be a rectangle with a minimum width of nine feet and a minimum length of 18 feet and adequate aisle width shall be provided to facilitate access and use of the spaces.
E. 
If the short-term home rental is accessed directly by the Borough or state road, all parking spaces shall be accessed from the driveway serving the short-term home rental and not directly from the Borough or state road.

Off-street loading sufficient to accommodate the maximum demand generated by the use of the lot and with proper access from the street or alley as determined by the Zoning Officer or another applicable review agent for the Borough shall be provided on any lot on which a building for business or industry is hereafter erected. All off-street loading and unloading spaces shall be graded, surfaced with asphalt or other suitable material and drained to the satisfaction of the Borough Engineer to the extent necessary to protect adjoining property.
1. 
Every building or structure, lot or land hereafter put to a business or industrial use or existing building or structure enlarged shall provide one off-street truck loading space for the first 10,000 square feet or less of gross floor area, plus a minimum of one additional off-street truck loading area for each additional 40,000 square feet gross floor area.
Off-street loading facilities shall be designed to conform to the following specifications:
1. 
Each required space shall be no less than 12 feet in width, 30 feet in length, and 14 feet in height, exclusive of drives and maneuvering space, and located entirely on the lot being served.
2. 
There shall be appropriate means of access to a street or alley as well as adequate maneuvering space.
3. 
The maximum width of driveways and sidewalk openings measured at the street lot line shall be 35 feet, the minimum width shall be 20 feet.
4. 
Such facilities shall be designed and used in such a manner as to at no time constitute a nuisance, or a hazard or unreasonable impediment to traffic.
