It shall be unlawful for any owner or owners of dogs, cats or any other domestic animals or any person in control or possession of the same, to permit that animal to run at large within the Township of Leet to the annoyance and inconvenience of the residents of the Township or any pedestrians or operator of a motor vehicle using the streets of said Township.

The Leet Township Police Department, the State Dog Warden or the Township's designated Animal Control Officer are hereby empowered and authorized to take possession of or to seize, on public or private property other than that of the owner, any such animal permitted to run at large to the annoyance of the residents of the Township, or to pedestrians or operators of motor vehicles using the streets of said Township.

Any animal seized pursuant to § 2-302 shall be impounded in an Allegheny County Animal Shelter or other viable option. If the owner thereof is known or identified, said owner shall be given notice by registered or certified mail to reclaim the same within five days after receipt of said notice and he shall be allowed to reclaim the same after paying a penalty to the Township in the amount of $20 and all reasonable expenses. If said animal is not reclaimed or if said penalty is not paid, both within five days after receipt of said notice, the animal may be killed in a humane manner or sold to such person or persons as may desire to purchase the same. Money received from the sale of such animals is to be forwarded to the Pennsylvania Department of Agriculture, less any expenses incurred by the Township.

This Part shall apply to all domestic animals found running at large in the Township irrespective of whether or not that animal is licensed.
2. 
This Part shall not apply to "working" dogs engaged in guiding persons with physical defects.

Any police officer or dog warden or animal control officer who views any offenses/violations under this Part may issue a citation charging a violation of a summary offense where, upon conviction thereof, shall be sentenced to pay a fine of not less than $300 nor more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this Part continues shall constitute a separate offense.
