A. 
Glenwood Road between Broadway and the access road to the Menands overcrossing, Wolfert Avenue between Van Rensselaer Boulevard and North Pearl Street, Amsterdam Avenue between Van Rensselaer Boulevard and North Pearl Street and Hendrick Avenue between Van Rensselaer Boulevard and Amsterdam Avenue are hereby designated as main arteries in the Village of Menands from which heavy trucks shall be excluded.

B. 
The regulations established in this section shall not apply to the following:
(1) 
Commercial vehicles while they are actively engaged in the delivery or pickup of merchandise or other property to a residential address along the highways from which such vehicles are otherwise excluded.
(2) 
Authorized emergency vehicles engaged in emergency operations along the highways from which such vehicles are otherwise excluded.
(3) 
All public transit buses or any other vehicles providing services to the persons or property along the highways from which such vehicles are otherwise excluded.
As used in this article, the following terms shall have the meanings indicated:
HEAVY TRUCK
A truck with a maximum gross weight of more than two tons.
The designation set forth in § 160-31 above shall not be construed to prevent deliveries of merchandise or other property along such highway.
Upon the adoption of this article, the Highway Department is authorized and directed to procure and place conspicuous signs at either end of that portion of the highway from which heavy trucks are excluded, in conformity with § 90 of the Vehicle and Traffic Law.[1]

Any person violating any of the provisions of this article shall be punishable for the first offense by a fine not to exceed $10 and for the second offense by a fine of not less than $10 nor more than $25 or by imprisonment for not less than two nor more than 15 days. The third or any subsequent offense within one year shall be punishable by a fine not exceeding $100 or by imprisonment not exceeding six months, or by both such fine and imprisonment.
