The boundary limits of the Borough of Stroudsburg are hereby
established as a zone in which motor vehicles may remain standing
without lights, and all highways within such boundary limits are hereby
designated as highways where motor vehicles may remain standing without
lights.

The loading and unloading of goods, wares and merchandise is
hereby restricted to such length of time as is absolutely necessary
for the purpose of loading or unloading of such goods, wares and merchandise.
For the purpose of enforcement of this section, such loading or unloading
of any vehicle shall not be considered as parking; provided, without
having first obtained permission from the Borough Office to do so,
no person shall load or unload a vehicle from any place upon any street
or alley in the Borough where parking is prohibited; or shall allow
a vehicle to remain, for loading or unloading, in any place upon any
street or alley where parking is limited as to time, for longer than
the time for which parking is permitted; or shall load or unload upon
any street or alley in such a way that one lane for vehicular traffic
shall not be kept open at all times. Where such permission is granted
by the Borough Office, the Borough may, at its discretion, block off
the portion of the street or alley affected by such loading or unloading.

Wherever a particular parking space shall be lined or marked off
on any street or alley or upon the adjacent curb, every vehicle parked
shall be parked within the lines marking such parking space. All vehicles
parked on streets or alleys, whether parking spaces are marked or
not, shall be parked only in the direction of the permitted traffic
flow.
2.
Blocking
of Intersections, Entrances, Exits, and Fire Hydrants.
A.
Parking shall be prohibited at all times by any vehicle which in
any way will block the intersection of any street or alley or the
entrance or exit of any street or alley; within the painted line area
marking the permissible distance to park from any intersection; in
any area where erected signs or painted lines indicate a no-parking
area; and in any manner so as to block any private or public driveway
or accessway to a parking lot or parking facility or other facility
of the Borough.
B.
Parking shall at all times be prohibited within the painted line
area adjacent to any fire hydrant.
3.
Parking shall be prohibited at all times on any Borough street on
a sidewalk. For purposes of this section, "sidewalk" shall be defined
as that portion of a street between the curbline or the lateral line
of a roadway and the adjacent property lines intended for use by pedestrians
and not intended for use by vehicles. This sidewalk shall specifically
include that area between the curbline and any paved pedestrian cartway.
4.
Except as otherwise hereafter provided, parking of any motor vehicles
shall be prohibited at all times in all areas of the Borough that
are not otherwise approved for parking.

The parking of any motor vehicle, tractor or trailer, or combination
thereof, upon streets and highways of the Borough of Stroudsburg for
repairs, whether upon the traveled or untraveled portion thereof,
shall be temporary only and limited to times for emergency repairs.
This section shall not be construed to permit parking for repairs
at locations where parking is otherwise prohibited.

It shall be unlawful for any person to park a trailer (which
shall mean a vehicle without motive power, designed to carry property
of passengers or designed and used exclusively for living quarters
wholly on its own structure, and to be drawn by a motor vehicle or
tractor, and including, but not limited to, house trailers, boat trailers,
and rental handling trailers) upon any street or highway in the Borough
of Stroudsburg without having attached to such trailer a means of
mechanical traction constructed or designed for the purpose of drawing
such trailer.

1.
Any person who shall violate any provision of this Part shall be assessed a fine of $30 if paid within seven days, with the exception of a fire hydrant violation, in which case the fine will be $100; a person who shall violate §§ 15-304, 15-306, 15-307 and 15-308 shall be assessed a fine of $30 if paid within seven days.
2.
If not paid within seven days of the date on the ticket, the fine will be increased to $50 with the exception of a fire hydrant violation, in which case the fine will be $150; a violation of §§ 15-304, 15-306, 15-307 and 15-308 that remains unpaid after seven days of the date on the ticket will be increased to $50.
3.
If payment is not made within 14 days of the date on the ticket, prosecution will be initiated, and the fine will be increased to $75 plus the cost of prosecution, with the exception of a fire hydrant violation, in which case the fine will be increased to $175 plus the cost of prosecution; a violation of §§ 15-304, 15-306, 15-307 and 15-308 that remains unpaid after 14 days of the date on the ticket will cause prosecution to be initiated, and the fine will be increased to $75 plus the cost of prosecution.
4.
When any person or persons cause a vehicle to remain in violation
of any provision of this Part, it shall be declared an additional
violation each additional 12 hours that such person or persons permit
such vehicle to remain in violation of any provision of this Part.

The following tow-away zones are hereby established, and it shall
be unlawful for any person to park any vehicle or to allow the same
to remain parked in any such zone during the times indicated. Violators'
vehicles will be towed away at the owner's expense.

It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in a temporary no-parking zone as described below. The Stroud Area Regional Police Department shall have vehicles towed away at the owner's expense when vehicles are parked in violation of any of said temporary no-parking zones, provided the temporary no-parking signs are posted five hours before the beginning of the no-parking time period stated on the sign, or in the case of no-parking time periods beginning between 12:00 midnight and 8:00 a.m., at least 10 hours before said no-parking time period begins; provided, further, that temporary no-parking signs stating the hours during which parking is prohibited and that the violators' vehicles shall be towed away at the owner's expense are posted in compliance with this subsection. Vehicles parked in violation of temporary no-parking signs shall also receive citations as provided by this Chapter 15 and state law.
3.
It shall be unlawful for any person to park any vehicle or to allow
the same to remain in a no-parking zone. The Stroud Area Regional
Police Department shall have vehicles towed away at the owner's expense
when vehicles are parked in violation of any of said no-parking zones.

1.
It shall be unlawful for any person to park or the owner of any vehicle
to allow a vehicle to remain parked on any highway or street within
Stroudsburg Borough which is a vehicle of the class or type listed
below:
A.
Any commercial truck, truck-tractor, bus, or combination having a
height of greater than nine feet or a length of greater than 20 feet.
B.
No dumpster, collection bin, or other nonmotorized vehicle shall
be left upon any highway or street within Stroudsburg Borough without
a permit being obtained from the Borough and adequate reflectors or
safety devices being placed to prevent vehicles from colliding with
the dumpster, collection bin, or vehicle.

Permits will be given for a period of no longer than two weeks.
A nonrefundable fee of $25 will be charged for each permit period.
Permits may be renewed for an additional two weeks up to a period
of 28 days from the date the permit was first issued. For periods
lasting longer than 28 days, the applicant must make a written request
to the Borough Manager or the Manager's designated representative
for a longer period.
(2)
Dumpsters, collection bins or other nonmotorized vehicles shall
first be parked on the property where the work will take place. Any
damage done to public property while placing the dumpster, collection
bin or other nonmotorized vehicle will be replaced or repaired by
the property owner where the permit is issued to the satisfaction
of the Borough of Stroudsburg. If not repaired within 30 days, the
Borough may make the repair and charge the cost to the property owner.
(3)
If the dumpster, collection bin or other nonmotorized vehicle
is to be parked on public property, any damage done to public property
will be replaced or repaired by the property owner where the permit
is issued to the satisfaction of the Borough of Stroudsburg. If not
repaired within 30 days, the Borough may make the repair and charge
the cost to the property owner.
(4)
If located on public property, the owner must make every effort
to include, but not limited to, providing a collection chute, to protect
pedestrians and property from damage. The type of protection will
be stated on the application.
(5)
All dumpsters on public property shall be covered with a securely
fastened cover during nonwork hours.
(6)
If located on a street where meter parking is enforced, the
applicant must purchase sufficient meter bags at the daily rate. The
daily rate shall be established by the Stroudsburg Borough Council
through the adoption of a resolution. The applicant is responsible
for ensuring the meter bags are placed and removed. The bags must
be paid for prior to issuing the permit. Dumpsters, collection bins
or other nonmotorized vehicles will not normally be allowed on Main
Street within the Borough limits.

Full dumpsters or collection bins will be replaced within 24
hours when the level of trash is approximately one foot below the
top of the dumpster or collection bin. The Borough of Stroudsburg
has the right to call to have any dumpster or collection bin removed
immediately at the property owner's expense when the level of trash
exceeds the top of the dumpster or collection bin.
(8)
Any violation of the above will result in revocation of the
permit and any fines further defined in this section.
(9)
Penalties. Any person who shall violate any provisions of this
section shall, upon conviction thereof, be sentenced to pay a fine
of up to $50, together with costs of prosecution.
2.
Exceptions.
A.
Moving vans for a period of not more than 24 hours, unless meeting the criteria in Subsection 2C.
B.
Between sunrise and sunset, a vehicle of this type may be parked
for the purpose of loading or unloading property for a period not
to exceed two hours if parking is not otherwise prohibited.
C.
Any vehicle of this type which is actively being loaded or unloaded.
3.
Notice of Restriction. Notice of parking restrictions shall be provided
by means of posted traffic control devices, certified letter, personal
service, or by placing a notice on the windshield or any other readily
visible location on the vehicle. In the absence of a posted traffic
control device, enforcement of this subsection shall not take place
unless a notice of violation has been issued to the owner of the vehicle
at least 48 hours prior to the date and time of enforcement and the
owner has failed to cure the violation within this time period.

Penalties.

A.
Any person who shall violate any provision of this Part shall be
assessed a fine of $100 if paid within seven days.
B.
If not paid within seven days of the date of the ticket, the fine
will be increased to $150.
C.
If payment is not made within 14 days of the date on the ticket,
prosecution will be initiated, and the fine will be increased to $175
plus the cost of prosecution.
D.
When a person or persons cause a vehicle to remain in violation of
any provision of this Part, it shall be declared an additional violation
each additional 12 hours that such person or persons permit such vehicle
to remain in violation of any provision of this Part.

1.
It shall be unlawful for any person to own or have custody of any
abandoned vehicle or to permit any such vehicle to be parked upon
any street, highway, alley or other public property in the Borough
of Stroudsburg.
2.
No person shall park or leave on the streets, highways or public
property of the Borough any vehicle without current registration plates
for more than 48 hours.
3.
The Borough of Stroudsburg, once it has identified the owner or person
having custody of any abandoned vehicle, will notify that person requiring
removal of the abandoned vehicle within 48 hours after receipt of
the notice. Notices for removal will be by any of the following methods:

station zone, and it shall be unlawful for any person to park any
vehicle or to allow the same to remain parked in any of the following
locations, unless the electric vehicle is being charged. Upon the
completion of the charge, the electric vehicle must be immediately
removed from the space.

Four spaces adjacent to the westerly side of the lower level of Municipal
Parking Lot 2.
