This section provides rules and regulations for the use of parks and recreation facilities within Warminster Township and sets forth fines and penalties for violations thereof.[1]
A. 
Township parks will be open between 7:00 a.m. and sunset. Night-use facilities will be open as posted or by permit. Foot and bicycle traffic in unlit areas is prohibited.
B. 
Any Township park or park facility that becomes hazardous for public use due to weather, water, fire or other unforeseeable conditions may be closed at the discretion of the Department of Parks and Recreation.
C. 
The Department of Parks and Recreation will issue permits and schedule use of park and recreation facilities for groups. When not scheduled, these facilities are available to all park users.
D. 
The damaging, destroying, defacing, disturbing, adding to or removal of any park property, to include equipment, facilities, wildlife and/or the natural environment, is prohibited. Tree climbing is prohibited.
E. 
Building fires is only permitted in equipment and areas designated for such use. Closely monitor and extinguish them before leaving the site.
F. 
Operating any vehicle on a park road in a reckless or negligent manner, in excess of 10 mph, or in such a manner as to become a nuisance to other park users is not allowed. Parking is allowed only in designated areas. Parking is not permitted on road shoulders or grass unless posted.
G. 
Commercial traffic, the posting of signs, the distribution, selling, servicing or renting of any commodity, and soliciting for any purpose is prohibited on park grounds.
H. 
Use or possession of alcoholic beverages or narcotics is prohibited.
I. 
The use of tobacco products, as defined in Chapter 10, § 10-201 of this Code, is prohibited within all areas of Township parks and playgrounds identified in § 16-116. Further, the use of tobacco products is prohibited in any areas where children are present, including, but not limited to, playgrounds, picnic areas, trails, sports and athletic fields, the skate park, the dog park, sport courts, concert venues, natural areas and waterways.

J. 
All trash, garbage and litter is to be deposited in the refuse cans provided. Dumping of refuse and debris in the parks and park waters is prohibited.
K. 
Pets must be on a leash no greater than six feet in length. Pet owners must pick up and properly dispose of pet feces in all park areas.
L. 
In the interest of safety, playing of golf, operation of radio/remote control devices, hunting, shooting, trapping, fireworks (except as authorized by the Township and controlled by an authorized vendor under contract with the Board of Supervisors), or the discharge of firearms or other related weapons are not permitted.
M. 
All nonlicensed motorized recreation vehicles and horses are prohibited in park areas.
N. 
Personal conduct involving the use of indecent language or engaging in immoral, threatening or boisterous actions is prohibited.
O. 
Penalties. Any person violating the above rules and convicted may be sentenced to pay a fine of not more than $1,000 and the costs of prosecution or, if in default of payment, be imprisoned for a period not exceeding 30 days.

Hours: open from 9:00 a.m. to dusk (hours subject to change without notice).
2. 
Skate at your own risk. This is an unsupervised facility. Serious injury or death may result from being hit by a board, falling, or colliding. The Township of Warminster does not assume responsibility for injuries.
3. 
The use of protective equipment is required; this include a helmet and knee and elbow pads. Wrist guards are optional. Shoes, shirts and clothing must be worn at all times.
4. 
This park is open to skateboarders, in-line skaters and bicycle/BMX riders only. No motorized vehicles, scooters, or other wheeled devices are permitted.
5. 
Adult supervision is recommended for youth under 12 years of age.
6. 
This is your skate park. Please take care of it. Protect your skate park from graffiti and abuse. The park will be closed for graffiti removal, maintenance and damage repairs.
7. 
Skate respectfully. Users of the park must be considerate of all skill levels. Do not use ramps/rails beyond your ability or skate level. Follow the Skaters Code of Conduct and be courteous. At this park, it's one person at a time. If you fall, remove yourself quickly and go to the end of the line. Users must use the facility safely at all times and avoid collision.
8. 
Do not use the skate park when the surface is wet. This is very dangerous.
9. 
Inspect the surfaces before you ride them. Remove all trash, debris and objects that may prevent a smooth, safe ride. Use trash containers as provided. Do not use the facility if a hazardous condition exists. Report any damage to the Warminster Parks and Recreation Department, (215) 443-5428.
10. 
The following items are not permitted in the skate park area:
A. 
Alcoholic beverages, drugs or tobacco products.
B. 
Profanity, abusive language, spitting, pushing, fighting, reckless and boisterous behavior or unsportsmanlike conduct.
C. 
Littering and glass containers.
D. 
Spectators, nonskaters or pets.
E. 
Loud music, radios, boom boxes.
F. 
Weapons, graffiti and tagging.
G. 
Chewing gum, food and/or drinks.
11. 
Modifications to the skate surfaces or equipment are prohibited. The addition of obstacles, ramps, jumps, etc., which are not part of the original skate park design are also prohibited.
12. 
The skate park is open during posted hours. Warminster Township's No-Trespassing Ordinance will be enforced when the park is closed. Skating is not permitted on areas surrounding the skate park, such as curbs, ramps, benches, picnic tables, play apparatus, etc.
13. 
Failure to follow the above rules and regulations may result in a citation or a fine up to $1,000.
14. 
The Township reserves the right to close the skate park at its discretion. All organized events, contests and special events shall have written approval from the Parks and Recreation Department.

Pavilion hours are 7:00 a.m. to sunset. All pavilion rentals are for up to a four-hour period unless otherwise requested.
2. 
No one under 18 years of age is permitted to rent facilities. The applicant must provide adequate supervision.
3. 
Pavilion users are responsible for returning the pavilion to its original condition by removing trash, wiping down tables and seats, cleaning up spills, returning tables in proper layout in the pavilion, being sure charcoal is extinguished if grills were used and generally returning the pavilion to usable condition. Failure to comply will result in the loss of the damage deposit.
4. 
Fires are permitted in park-supplied grills only. Bring your own charcoal. Gas grills are not permitted.
5. 
All vehicles must park in parking lots. Special exceptions may be made for unloading heavy objects and/or the unloading and loading of disabled individuals next to the pavilion or picnic area in areas where vehicular access is available (five-minute unloading limit).
6. 
Alcoholic beverages are prohibited. Glass containers are prohibited.
7. 
Pets are allowed only on a leash no longer than six feet. Owners are responsible for all cleanup and feces removal.
8. 
All signs, decorations, banners, posters and tape must be removed after your usage of the facility. Use only push pins and masking tape.
9. 
Please be sure that you have your park permit with you during the rental. Signed permits and identification must be made available for inspection by park staff or the Police Department. If you find a party using your permitted facility who will not vacate, contact the Warminster Police Department [(215) 672-1000] or the Parks and Recreation Department [(215) 443-5428].
10. 
Fees are accepted in advance by cash, check, money order, Visa or Master Card. No application will be completed without full payment or with an incomplete form. Checks should be made payable to "Warminster Township." Applications may be made by mail, in person, or by fax and will be processed on a first-come-first-served basis.
11. 
Inclement weather refunds are not given. A credit may be provided for your use in the park system for the remainder of the calendar year. Extreme weather conditions are defined by the National Weather Bureau and solely determined by the Director if a refund is to be issued.
12. 
Cancellation policy. Permits may be canceled, in writing, seven working days prior to the rental date for a fee of $10. If there is less than seven days' notice, no refund will be given.
13. 
The applicant is responsible for any keys issued and for damages that may result from the use of the facility. To be issued a key, the applicant must leave a copy of a valid Pennsylvania driver's license at the Park and Recreation office. Pick up the key the day prior to rental, or Friday by 4:00 p.m. if rental is Saturday or Sunday. The key must be returned within 24 hours.
14. 
A separate refundable damage deposit of $100 is due at the time of rental. If no damage occurs, the pavilion is cleaned properly following the event and the key is returned, the security deposit will be returned in full.
15. 
By signing the facilities request form, the applicant agrees to adhere to the supplementary pavilion rules and regulations, as well as the provisions of Part 1A, Park Regulations, of this chapter, a copy of which has been received.
16. 
Nonprofit rentals are available Monday through Friday only, excluding holidays. Your tax-exempt number is required on your application.
17. 
Capacity at pavilions:
A. 
Kemper Park, 905 Valley Road, Warminster [No. 1, No. 2 and No. 3 (limited access)]: 20 people.
B. 
Munro Park, 1270 Newtown Road, Warminster (lower end): 20 people.
C. 
Warminster Community Park (WCP), 300 Veterans Way (Hallowell Pavilion): 100 people.
18. 
Pavilion rental fees (subject to change annually by resolution of the Board of Supervisors):
A. 
Kemper and Munro: $20 resident; $30 nonresident.
B. 
WCP: $50 resident; $75 nonresident.

Hours of operation: 8:00 a.m. to sunset, weather and conditions permitting.
2. 
Utilize the Bark Park in a responsible manner at all times.
3. 
All persons and dogs utilizing the park must be registered with the Township. All dogs must have valid county licenses and current rabies shots prior to use. Any violation of this section shall result in the revocation of privileges and the imposition of a fine in accordance with this Part 1.
4. 
Leashes shall only be removed in the designated unleash area.
5. 
Dogs shall be supervised at all times by persons 18 years or older.
6. 
No unattended dogs are permitted in the park at any time. The abandonment of animals is specifically prohibited by law.
7. 
No more than two dogs per person are permitted in the park at one time.
8. 
Accompany and monitor your dogs closely at all times. Always have a leash available and ready for use as may be required.
9. 
No children under the age of 10 years old are permitted in the park. Children 10 to 18 years old shall be accompanied by an adult.
10. 
Users of the park shall clean up after themselves and their dogs. Scoop bags are available in the park.
11. 
Aggressive dogs are prohibited from utilizing the park. Reported cases of aggressiveness shall result in the loss of park privileges.
12. 
Dogs that are in heat or that are sick are prohibited in the park.
13. 
Unneutered dogs shall be closely monitored at all times.
14. 
All dogs shall be licensed and properly immunized. The use of heartworm and tick prevention products is highly recommended.
15. 
Puppies over six month of age must have full immunizations to utilize the park.
16. 
Puppies under six months are not permitted in the park.
17. 
No prong (pinch), choke or spiked collars are permitted in the park.
18. 
Please discourage your dogs from digging any holes. Help us keep the park safe for others' use.
19. 
No smoking, alcohol, food or glass containers shall be permitted in the park.
20. 
Professional dog trainers shall not be permitted to use this facility for training purposes without written permission from the Township.

Hours of operation: 7:00 a.m. to sunset.
2. 
The play area is recommended for children ages three to 10.
3. 
All children shall be accompanied by a supervising adult.
4. 
Climbing on the buildings is strictly prohibited.
5. 
The use of Big Wheels, tricycles, scooters and small bicycles is permitted in the play area. Children under the age of 12 shall wear a safety helmet when riding a bicycle in accordance with Pennsylvania law. The use of appropriate protective gear is strongly recommended in the use of the above items.
6. 
BMX bikes, adult size bicycles, roller skates, roller blades, skateboards, and motorized vehicles are not permitted in Safety Town.
7. 
No food or drinks are permitted in the play area.
8. 
Reckless and destructive driving or play that jeopardizes the safety of persons and property is prohibited and will result in removal from the play area.

Any person, firm or corporation who shall violate any provision of Chapter 16, Part 1C shall be subject to the penalties provided under § 16-115 of this Code.
