No unauthorized person shall uncover, make any connections with
or opening into, use, alter or disturb any public sewer or appurtenance
thereof without first obtaining a written permit from the Town.
The Town shall establish connection permit forms, fees and standards
which may be amended from time to time by resolution of the Town.
The owner or his agent shall make application on a special form furnished
by the Town. The permit application shall be supplemented by any plans,
specifications or other information considered pertinent in the judgment
of the Town.
A separate and independent grinder pump shall be provided for
every building. The Town will consider exceptions for extenuating
circumstances on a case-by-case basis, in accordance with the duly
adopted connection standards.
The Town shall adopt and modify from time to time as necessary
rules and regulations concerning standards for construction and connection
to the sewage system in order to maintain, operate and manage the
use of said system. The rules and regulations shall also cover connection
policies for new buildings not in existence at the commencement of
the mainline sewer construction. The Town, after initial adoption
of said rules and regulations, shall have the right to modify same
as it deems necessary by subsequent resolution of the Town.
The size, alignment, materials of construction of a building
sewer, grinder pump and pressurized service and the methods to be
used in excavation, placing of the pipe, connecting, testing and backfilling
the trench shall conform to the requirements of the building and plumbing
code or other applicable rules and regulations and standards of the
District.
In all buildings in which any building drain is too low to permit
gravity flow to the public sewer or where connection is to be made
to a public force main, sanitary sewage carried by such building drain
shall be pumped in accordance with District standards.
No person shall make connection of roof downspouts, interior
or exterior foundation drains, areaway drains, catch basins, sump
pumps or other sources of surface runoff, unpolluted cooling water
or groundwater to a building sewer or building drain which in turn
is connected directly or indirectly to a grinder pump, public sanitary
sewer or force main.
The applicant shall notify the Town or its agent, in accordance
with the connection permit conditions, prior to construction of the
connection. The connection shall be subject to inspection by the agent
of the Town (District). Approval by said agent or the Town shall in
no way relieve the contractor of any responsibilities for workmanship,
materials or any other liabilities.
All excavations for building sewer installation shall be adequately
guarded with barricades and lights so as to protect the public from
hazard. Streets, sidewalks, parkways and other public property disturbed
in the course of the work shall be restored in a manner satisfactory
to the Town. The owner or his agent shall obtain a road opening permit
from the owner of right-of-way, that is County of Yates, New York
Department of Transportation or Town.
