A. 
On all open areas, agricultural areas or farm areas, etc., where the Town has the right of first refusal on a proposed sale of the above-mentioned land, and on any land offered to the Town for purchase, it shall be mandatory that, before said sale takes place, a Council Order shall be presented to the Town Council at a regular or Special meeting of the Town Council for purchase approval or disapproval by the Town Council.
B. 
Should the Town Council vote to purchase said property, the Town Manager shall report back to the Town Council within fourteen (14) days the financial mechanism by which Town Council shall finance said purchase and an order to carry that out.
