GENERAL REFERENCES
Bicycles — See Ch. 264.
As used in this chapter, the following terms shall have the meanings indicated:
IN-LINE SKATES
Skates with wheels arranged singly in a tandem line rather than in pairs.
A. 
In-line skating is prohibited on sidewalks adjacent to the following streets: Main Street between Water Street and Madison Street; East Lake Street between Ford Court and Main Street; West Lake Street between Main Street and a point 260 feet west from the west line of Church Street where Church Street intersects West Lake Street.
B. 
This section shall not preclude the crossing of any public roadway while wearing in-line skates, provided the person so crossing the roadway remains within an area marked as a pedestrian crosswalk.
In-line skating is permitted on all sidewalks within the City, except those sidewalks enumerated in § 417-2A, and in-line skating is permitted on all streets within the City, subject to the manner of use restrictions of § 417-4.
A. 
Unless preparing to make a left turn, every person riding in-line skates upon a roadway or street carrying two-way traffic shall ride as near as practicable to the right edge of the unobstructed traveled roadway. Every person riding in-line skates upon a roadway or street shall exercise due care when passing a standing vehicle or one proceeding in the same direction, allowing a minimum of three feet between themselves and the vehicle.
B. 
Any person riding upon in-line skates upon any permitted roadway or street in the City shall ride in a careful and prudent manner and with due regard under the circumstances for the safety of all persons using the roadway.
C. 
No person riding upon in-line skates may attach the in-line skates or himself or herself to any vehicle upon a roadway or street in the City.
D. 
No person riding upon in-line skates may cross any roadway or street in the City except within a crosswalk.
E. 
Every person riding in-line skates upon a sidewalk where permitted shall yield the right-of-way to any pedestrian and shall exercise due care when passing any other persons proceeding in the same direction.
F. 
Every person riding in-line skates upon a roadway or street in the City shall during hours of darkness wear or have attached to themselves a light or reflective material that is visible for a distance of 500 feet when directly in front of lawful headlamps on a motor vehicle.
G. 
No person using in-line skates upon a roadway or street in the City shall participate in any game, race, or speed or endurance contest with another in-line skater, bicycle or vehicle. No person shall use their in-line skates at a speed greater than is reasonable and prudent under existing conditions.
H. 
Persons riding in-line skates upon a roadway or street shall ride single file.
I. 
Every rider of in-line skates shall, upon entering a roadway or street, yield the right-of-way to vehicles.
J. 
Every person riding in-line skates upon any street in the City shall observe all traffic signs and signals and shall stop at all "stop signs."
Any parent or guardian of any child who authorizes or knowingly permits such child to violate any provisions of this chapter may be issued a citation and may be subject upon conviction to a fine of $20 plus costs for a first offense, and a fine of $50 plus costs for subsequent offenses within one year of the first offense.
A. 
Any person 16 or older violating any provision of this chapter may be subject to a forfeiture of not more than $20 for a first offense, and not more than $50 for second and subsequent offenses within one year, along with the costs of prosecution.

B. 
Any person between the ages of 12 and 16 years violating any provision of this chapter may be subject to a forfeiture of not more than $10, plus costs, for the first offense, and to a forfeiture of not more than $25, plus costs of prosecution, for second and subsequent offenses within one year.
C. 
Any person under 12 years of age violating any provision of this chapter may be issued a violation warning notice along with the following additional actions:
(1) 
First offense in one year: a warning letter sent to the parent or guardian.
(2) 
Second offense in one year: a warning letter sent to the parent or guardian requiring their signature and return of the warning notice to the Police Department.
(3) 
Third and subsequent offenses in one year may be subject to a citation being issued to the parent or guardian for violation of § 417-5.
D. 
Other remedies. Any person violating any provision of this chapter may be subject to other remedies available by law, whether those remedies are authorized by ordinance, statute, regulation, or order.
