There is hereby created a Recreation Committee of the Township
of Knowlton.
A.
The Recreation Committee shall consist of nine members who shall
be designated Recreation Committeepersons and who shall be residents
of the Township of Knowlton. Two of the members shall be designated
Recreation Co-Directors appointed yearly by the Township Committee
as compensated appointments. The Recreation Co-Directors shall carry
out duties as specified in the Recreation Co-Director job description.
The remaining seven members shall be noncompensated appointments made
by the Mayor and shall be for a term of three years, staggered so
that the term of at least two, and not more than three, resident Recreation
Committeepersons shall expire in each year. All vacancies shall be
filled for the unexpired term. Recreation Committeepersons shall serve
until their successors are appointed and qualify.

B.
Appointment. In each year, the Mayor shall appoint two members from
the Township Committee to serve for a term of one year on the Township
Committee's Recreation Subcommittee, who shall be members of this
Recreation Committee. In the initial year, the Mayor shall appoint
to the Recreation Committee one member of the Knowlton Township Athletic
Association for a term of one year and one resident of the Township
for one year. In addition, in the initial year, the Mayor shall appoint
one member of the Knowlton Senior Citizen's Club for a term of two
years and one resident of the Township for a term of two years. In
addition, the Mayor shall appoint three additional residents of the
Township for a period of three years. Thereafter, as each initial
and succeeding term expires, the Mayor shall appoint persons, from
the same source as the initial appointments or designation, for terms
of three years.

C.
Any member who does not attend 2/3 of the meetings for any calendar
year may be discharged from the Recreation Committee by resolution
of the Township Committee. The Chairperson of the Recreation Committee
shall notify the Township Clerk that a vacancy has occurred and, in
that event, the Mayor shall make a new appointment, from the same
source as the original appointment, within 30 days of notification
by the Recreation Committee Chairperson, who shall serve for the unexpired
term of the vacancy.
A.
The members of the Recreation Committee shall annually elect from
their own numbers a Chairperson and Vice Chairperson. They may appoint
a Secretary and employ such other assistants as they may deem necessary
within the limits of budget appropriations authorized by the Township
Committee.
B.
The Recreation Committee shall meet regularly at least once each
month in connection with the performance of its duties and for the
consideration of matters affecting public parks and recreation areas
within the Township. The Recreation Committee shall adopt rules and
regulations for the purpose of facilitating the advisory work of its
Committee and for the purpose of regulating the conduct of the meetings
of the Recreation Committee.
A.
From time to time the Recreation Committee shall formulate plans
for the development and improvement of the public parks, recreation
areas and playground lands now or hereafter owned by the Township;
propose methods or arrangements for the proper maintenance and care
of such lands and the improvement thereof; formulate rules and regulations
for the public use of park, recreation areas and playground lands
and improvements thereof; determine annually what sums may be necessary
for the improvement, care and maintenance of the public parks, recreation
areas and playground lands within the Township and recommend to the
Township Committee, in writing, the amounts necessary for the proper
funding for those purposes.
B.
In addition, the Recreation Committee, in its capacity as an advisory
board to the Township Committee, shall have the authority for the
following:
(1)
Set schedules for all athletic fields to be utilized;
(2)
Recommend equipment purchases to the Township Committee;
(3)
Maintain separate budgetary account and shall not commingle Township
funds with the funds of any group or association;
(4)
Submit vouchers for the payment of all budgeted athletic programs
for approval by the Township Committee; and
(5)
Implement new and creative programs to carry out the purposes of
this article within the budgetary account.
C.
The Recreation Committee shall not have any power to issue bonds
or other monetary obligations binding upon the Township of Knowlton.
All recommendations of the Recreation Committee involving the expenditure
of moneys shall be submitted for approval to the Township Committee
prior to the introduction and formal consideration of the Township's
annual budget. The sum actually appropriated by the Township Committee
in any year shall not, in any case, exceed the sum recommended by
the Township Recreation Committee; however, the Township Committee
may appropriate a lesser amount.
D.
The Recreation Committee shall have the authority and power, exclusive
of the Township Committee, to expend those sums of moneys approved
by the Township Committee in its annual budget for parks, recreational
areas and playground purposes, and all moneys so appropriated for
such purposes shall be paid out by the Township Chief Financial Officer
upon the submission of an appropriate, signed voucher executed by
a Recreation Co-Director.

The Township Recreation Committee shall be bound by the terms
and conditions of N.J.S.A. 10:4-6 to 10:4-21, inclusive, commonly
known as the "New Jersey Open Public Meetings Act," and shall annually
fix its meeting dates and give appropriate notice of the time and
place of its meetings and shall not conduct any meeting except in
compliance with law.
All determinations and rulings concerning recreational disputes
or the implementation of policies and procedures rendered by a majority
of the Recreation Committee shall be binding. The Township Committee
shall have the authority to hear appeals from the actions of the Recreation
Committee, provided that said appeal is filed with the Township Clerk
within 14 days of the decision of the Recreation Committee, and the
appeal shall be heard at the next regular public meeting of the Township
Committee. The majority decision of the Township Committee shall be
binding and final concerning all disputes.
