A. 
Submission to Town Council. The Town Treasurer shall prepare and submit to the Town Council, on annual basis, a six-year capital program no later than the final date for submission of budget requests as established by the Town Charter.[1]

B. 
Contents.
(1) 
The capital program shall include:
(a) 
A clear summary of its contents.
(b) 
A list of all capital improvements and other capital expenditures which are proposed to be undertaken during the six fiscal years next ensuing by each Town department, office, board, commission or agency, with appropriate supporting information as to the necessity for each.
(c) 
Cost estimates and recommended time schedules for each improvement or other capital expenditure.
(d) 
Method of financing upon which each capital expenditure is to be reliant.
(e) 
The estimated annual cost of operating and maintaining any facilities to be improved, constructed or acquired.
(2) 
The above shall be revised and extended each year with regard to capital improvements still pending or in the process of construction or acquisition.
The Town Council by resolution shall adopt the capital program with or without amendment at a Town Council meeting no later than 10 days prior to the Financial Town Meeting.
Copies of the capital improvement program shall be public records and shall be made available to the public at suitable places in the Town.
