There is hereby established the Solebury Township Park and Recreation Board in and for the Township, which shall be composed of nine persons.

The members of the Park and Recreation Board shall reside within the Township and shall serve without compensation, except that members may be reimbursed by the Board of Supervisors for all expenses incurred in performing their duties. Associate members are not entitled to be reimbursed for expenses incurred in performing their duties.

A. 
The members of the Park and Recreation Board shall be appointed by the Board of Supervisors. The members of the Board shall serve for terms of five years or until their successors are appointed, except that members appointed after the enactment of this Part 2C shall be appointed for terms such that no more than two members' terms expire annually. Members shall serve their full term unless voluntarily resigned or removed by the Board of Supervisors for dereliction or neglect of duty. Vacancies occurring other than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.
B. 
Associate members. The Board of Supervisors may appoint up to three nonvoting associate members to the committee to serve a one-year term. Associate members shall be entitled to participate in all proceedings and discussions of the Board to the same and full extent as provided by law, but shall not have the right to vote. Associate members shall serve their full term unless voluntarily resigned or removed by the Board of Supervisors and may be reappointed at the Board's discretion to additional terms. Associate members shall not count as members of the Parks and Recreation Board for purposes of meeting the nine-person requirement in 53 P.S. § 67204 and § 1-221 of this Part. Associate members shall abide by the Township's Ethics Policy.

The Park and Recreation Board shall, at its first meeting of the calendar year, elect its own Chairman and Secretary, and shall elect all other necessary officers to serve for a term of one year. Officers may be re-elected for successive terms. The Park and Recreation Board shall establish a regular meeting date and meet at least once monthly.

1. 
The Park and Recreation Board shall carry out the following duties and possess the following powers:
A. 
The Board shall recommend to the Board of Supervisors a budget for equipping, operating, supervising and maintaining parks, recreation areas and facilities, and for the conducting of recreation programs.
B. 
The Board shall recommend to the Board of Supervisors standards, qualifications and salary schedules for the employment of play leaders, recreation directors, supervisors, superintendents or any other officers or employees. The Board shall supply the Board of Supervisors with a list of qualified candidates for such positions, and the Board of Supervisors shall make all appointments.
C. 
Within the scope of the budget and the programs approved by the Board of Supervisors, the Board shall:
(1) 
Equip, operate, supervise and maintain parks, recreation areas and facilities.
(2) 
Establish and conduct recreation programs.
(3) 
Supervise play leaders, recreation directors, supervisors, superintendents or any other officers or employees appointed by the Board of Supervisors.
D. 
The Board shall submit an annual report to the Township. The report shall include an analysis of the adequacy and effectiveness of community recreational areas, facilities and leadership, with particular reference to the extent and adequacy of the programs and their effectiveness in view of the public expenditure involved and the public needs to be met.
E. 
The Board shall submit a monthly report to the Board of Supervisors, which shall include an analysis of all ongoing activities of the Board.
F. 
All actions of the Board shall be subject to the review and the approval of the Board of Supervisors at such time as the Board of Supervisors deems proper.

All activities and actions undertaken by the existing Solebury Township Park and Recreation Board are hereby approved and ratified.
