Whenever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this chapter for any person to park a vehicle or allow it to remain parked otherwise.

On all streets where angle parking is required, every vehicle parked at the angle shall be parked with its front nearest the curb.

It shall be unlawful to park or stop any vehicle in fire lanes or within 15 feet of a fire hydrant, except duly authorized emergency service vehicles which have responded to an emergency call.

It shall be unlawful to park or stop any vehicle within parking spaces specifically reserved and marked for handicapped persons, unless such vehicle bears a commonwealth-issued handicapped license plate or any other lawfully authorized handicapped designation, or are duly authorized emergency service vehicles which have responded to an emergency call.

Nothing in this chapter shall be construed to apply to emergency or maintenance vehicles displaying flashing lights, buses properly stopped to pick up or discharge passengers, or to any vehicle being held stationary by any officer of the law. Nothing in this chapter shall be construed to prohibit a vehicle from stopping in an emergency, to avoid an accident, or to give right-of-way to any other vehicle or pedestrian as provided by law.

This part can be enforced by any law enforcement officer whose jurisdiction covers the Township, including members of the Pennsylvania State Police. In addition, the Township Fire Inspectors, Building Code Officials, and Zoning Officers are hereby authorized to enforce the provisions of this part.

The proper authorities of the Township are directed to erect official signs establishing the no parking, no standing, no stopping, and/or no loading zones as set forth in this chapter, in conformity with the provisions of the Vehicle Code. The requirements of this chapter shall not be enforced in areas that have not been posted, except those requirements concerning no parking in fire lanes or near fire hydrants.

Any person violating any parking provision of this chapter shall receive a violation notice that his or her vehicle was parked in violation of this chapter. This notice shall inform the violator that he or she must report to the offices of the Township during normal business hours and pay to the Township a fine of $25 within five business days of receipt of the notice or mail the fine of $25 within five business days of receipt of the notice. Any violator who fails to follow the instructions and deadlines of this violation notice shall be subject to the fines set forth in Subsection 2, below. Each twenty-four-hour period a vehicle remains in violation of this chapter constitutes a separate violation.

Any person who violates any provision of this chapter and who fails to pay the fine set forth in Subsection 1, above shall, upon conviction thereof, be sentenced to pay a fine of $50 together with all fees and costs.
3. 
It shall be the duty of the police officers and of parking enforcement personnel of the Township to report to the appropriate official all violations of any provision of this chapter, indicating, in each case: the section violated; the license number of the vehicle involved in the violation; the location where the violation took place; and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a violation notice stating that the vehicle was parked in violation of this chapter.
