In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in this chapter, the Township Chief of Police, in his discretion, may declare a snow and ice emergency (designated in this chapter as a "snow emergency"). Information on the existence of a snow emergency shall be given by the Township through radio, newspaper, or other available media, and information on the termination of the emergency may be given by use of the same media.

1. 
After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the emergency, for any person:
A. 
To park a vehicle or to allow a vehicle to remain parked anywhere on any snow emergency route designated in this chapter.
B. 
To drive any vehicle on any snow emergency route designated in this chapter, unless that vehicle is equipped with snow tires, chains, or their equivalent.
C. 
To allow a vehicle to block or prevent the removal and clearing of snow and ice from any street.

Nothing in this chapter shall be construed to apply to emergency or maintenance vehicles displaying flashing lights, buses properly stopped to pick up or discharge passengers, or to any vehicle being held stationary by any officer of the law. Nothing in this chapter shall be construed to prohibit a vehicle from stopping in an emergency, to avoid an accident, or to give right-of-way to any other vehicle or pedestrian as provided by law.

This part can be enforced by any law enforcement officer whose jurisdiction covers the Township, including members of the Pennsylvania State Police.

At their discretion, the proper authorities of the Township may elect to erect official signs establishing the traffic regulations as set forth in this chapter, in conformity with the provisions of the Vehicle Code and PennDOT Publication 238.

1. 
If, at any time during a period of a declared snow emergency, a person parks a motor vehicle or allows a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this chapter, and upon conviction, shall be sentenced to pay a fine of not more than $50 and costs.
2. 
If, at any time during a period of a declared snow emergency, a person drives a motor vehicle upon a snow emergency route, without having that vehicle equipped with snow tires, chains, or their equivalent, that person shall be guilty of a violation of this chapter, and upon conviction, shall be sentenced to pay a fine of $50 and costs.
3. 
If, at any time during a period of a declared snow emergency, a person allows a vehicle to block or prevent the removal and clearing of snow and ice from any street, that person shall be guilty of a violation of this chapter, and upon conviction, shall be sentenced to pay a fine of not more than $25 and costs.
