The RC, Rural Commercial District is designed to provide opportunities for the development of an integrated retail center adjacent to the Village of Lahaska. The RC District regulations are intended to promote compatibility with the residential/agricultural character of the RA and RB Districts which adjoin.

1. 
A building may be erected, altered or used, and land may be used or occupied, subject to the provisions of Parts 25, 26 and 31, for any of the following uses and no other:
A. 
Permitted Principal Uses.
(1) 
Specialty shopping center.
(2) 
Office.
(3) 
Cultural or religious use.
(4) 
Emergency service.
(5) 
Forestry/timber harvesting uses.
(6) 
Wireless telecommunications facilities (possibly permitted by right or as a conditional use pursuant to the conditions and requirements contained in § 27-2611).
B. 
Permitted Accessory Uses.
(1) 
Accessory use on the same lot and customarily incidental to the permitted principal uses in Subsection 1A.
(2) 
Parking in accordance with Part 23.
(3) 
Signs in accordance with Part 24.
C. 
Conditional Uses. (Refer to Part 26 for special provisions and Part 29 for standards and criteria).

Hotel, motel, or inn/large short-term lodging facility.

(2) 
Wireless telecommunications facilities (possibly permitted by right or as a conditional use pursuant to the conditions and requirements contained in § 27-2611).
(3) 
Banquet, catering, or event use (accessory only to hotel, motel, or inn/large short-term lodging facility; accessory uses must still comply with the principal use standards in § 27-2602, Subsection 1QQ).

The maximum height of buildings and other structures erected, enlarged, altered or used shall be 35 feet, except as provided in Part 25.

1. 
Specialty Shopping Center.
A. 
Minimum lot area: 10 acres.
B. 
Minimum lot width at building line: 400 feet.
C. 
Minimum lot width at street line: 300 feet.
D. 
Maximum impervious surface coverage: 50%.
E. 
Maximum building coverage: 20%.
F. 
Minimum depth of front yard: 150 feet.*
G. 
Minimum depth of rear yard-100 feet.*
H. 
Minimum width of each individual side yard-100 feet.*
* NOTE:
When a specialty shopping center is developed utilizing or incorporating one or more existing nonconforming historic buildings, i.e., buildings which are more than 50 years old, the following requirements shall supersede the provisions of this section and § 27-2510:
A.
An addition to, or extension or alteration of an existing historic structure which does not conform to side yard setback requirements or rear yard setback requirements may be constructed so long as said addition does not increase the extent of the nonconformity with respect to side and rear yards.
B.
An addition to, or extension or alteration of an existing historic structure which does not conform to front yard setback requirements may be constructed so long as the following requirements are met:
(1)
No addition, extension or alteration of a nonconforming historic structure may increase the extent of the existing nonconformity.
(2)
Any addition must be at least 15 feet behind the existing building line at the point at which the addition is closest to any street.
(3)
Not more than 25% of the linear footage of the front of the addition may be set back 15 feet from the existing building line.
(4)
Not more than 50% of the linear footage of the front of the addition may be set back 60 feet from the existing building line.
(5)
The maximum size of an addition shall not be limited by the size of the existing building. The maximum size of an addition shall be determined by generally applicable provisions of this chapter and the Subdivision and Land Development Ordinance [Chapter 22] regulating factors including, but not limited to, parking, stormwater management, maximum impervious surface, and maximum building coverage, taking into consideration the area of the existing building(s).
(6)
If an addition enlarges an existing historic building by more than 100%, at least 50% of the linear footage of the front of the addition must be set back 90 feet from the existing building line.
(7)
The minimum setback from new or existing internal streets and driveways shall be 15 feet.
(8)
Where multiple existing nonconforming historic buildings are incorporated, the “existing building line” shall be the front of the building which is closest to any existing street abutting the development.
(9)
Except along internal access ways, no parking shall be permitted in front of any addition to a nonconforming historic building subject to these provisions.
2. 
The area and bulk regulations for office, cultural or religious use, shall be in accordance with the regulations similarly provided for in § 27-1204.
3. 
The area and bulk regulations for emergency services shall be in accordance with the regulations similarly provided for in § 27-604.
4. 
The area and bulk regulations for the use of hotel, motel, or inn/large short-term lodging facility, and for the banquet, catering, or event use, shall be in accordance with the regulations similarly provided for in § 27-1604.

Separation buffers and parking area landscaping shall be in accordance with § 22-520, Landscape Conservation and Improvement Plans of the Subdivision Ordinance [Chapter 22].
