A. 
The City may maintain a compost/brush site for the purpose of accepting certain compost material from City of Richmond residents. Such site shall be clearly marked and designated for deposit of acceptable material. Those items which are acceptable are the following:
1. 
Brush and tree limbs.
2. 
Yard and garden vegetation.
3. 
Grass clippings.
4. 
Non-woody plant residues.
5. 
Straw.
6. 
Hay.
7. 
Leaves.
8. 
Compostable bags.
B. 
All items not contained on the above lists are unacceptable. By way of example, but not limited to, the following items shall not be accepted for deposit at the compost site:
1. 
Plastic bags.
2. 
Lumber.
3. 
Metal.
4. 
Plastic (any type).
5. 
Tires.
6. 
Trash.
7. 
Contaminated soil and non-contaminated soil.
8. 
Paper (other than compostable bags).
9. 
All other man-made materials.
10. 
Animals, animal carcasses, animal by-products and animal waste
C. 
Acceptable compost/brush materials may be deposited only in the designated areas at the site. The individual delivering the material shall be responsible for unloading the debris and emptying any bags or containers of compost material at the designated site. The individual delivering the material must remove from the site all bags and containers used by said individual unless in a compostable bag.
D. 
Days and times of operation of the City Compost Brush Site shall be set by the City Administrator and posted at the site. The site will typically open in April and close in November.
E. 
The City Compost and Brush Site shall only be used by City of Richmond residents. However, the City Administrator has the authority to allow commercial business or non-resident use in the case of a severe weather event or other emergency circumstance.
F. 
The City Council of the City of Richmond, Missouri, hereby establishes the fees for the City Compost and Brush Site as set forth in the City's Comprehensive Fee Schedule, held on file in the City offices.

A. 
Any person violating the provisions of these regulations shall be guilty of a misdemeanor and upon conviction thereof shall be fined in accordance with Section 100.100 of the Richmond Municipal Code, Penalties.
B. 
In addition to the imposition of a fine, any person violating the provisions of this Article by dumping illegally at the City Compost Brush Site, or any City property, shall have no more than twenty-four (24) hours to remove the items that were dumped illegally. Failure to remove items within the allotted timeframe shall result in subsequent citations being issued to the violator until the illegal items have been completely removed.
