The Township may charge a reasonable fee for review of the drainage
plan, including the BMP operations and maintenance plan, to defray
review costs incurred by the Township. The applicant shall pay all
such fees.

1.
The fees required by this chapter shall at a minimum cover:
A.
The review of the drainage plan, including the BMP operations and
maintenance plan, by the Township.
B.
The site inspection.
C.
The inspection of required controls and improvements during construction.
D.
The final inspection upon completion of the controls and improvements
required in the plan.
E.
Any additional work required to monitor and enforce any permit provisions,
regulated by this chapter, correct violations and assure the completion
of stipulated remedial actions.
F.
Administrative and clerical costs.

The applicant
shall provide a financial guarantee to the Township for the timely
installation and proper construction of all erosion and sediment control
measures and stormwater management BMPs as required by the approved
stormwater management plan and this chapter equal to the full construction
cost of the required controls plus construction contingency and construction
inspection costs.

The Township
shall hold the financial security given by the applicant in an escrow
account. When the Township Engineer has made a final inspection and
certified the completion of the controls and improvements, the Township
shall release the financial security to the applicant.
3.
If the
amount of the financial security required as the financial guarantee
exceeds $10,000, the applicant and the Township shall enter into a
Stormwater Facilities Development Agreement (the "Agreement") prepared
by the Township Solicitor before the issuance of any permits. The
Agreement shall provide for, amongst other things, partial releases
of the financial security as work on the installation and construction
of stormwater facilities progresses less a ten-percent retainage.
