§ 132-14 Application of Article.

The provisions of this Article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

§ 132-15 Vehicles to be parked within marked spaces.

Wherever a space shall be marked off on any street for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.

§ 132-16 No parking at any time.

The parking of vehicles is prohibited at all times on those streets or parts of streets described in § 132-49, Schedule XI, and upon any dock or bulkhead or traffic circle owned by the Village.

§ 132-17 Loading zones.

Except for stopping or standing for the purpose of and while actually engaged in loading or unloading of goods or passengers, or for the period designated in § 132-50, Schedule XII, for that particular location, whichever is less, stopping and standing of vehicles is prohibited in the locations described in said § 132-50.

§ 132-18 Street parking limited during and after winter storm events.

A. 
The Board of Trustees of the Village of Greenport does hereby find that there exists a threat to public safety any time that snow, freezing rain, sleet, or ice accumulates on Village roads and that the parking or abandonment of vehicles on or along the Village streets during snow and other winter-weather-related events prohibits and/or restricts the Village's ability to remediate the hazardous conditions on the streets and impedes the ability of fire, police, and ambulance vehicles and personnel to provide necessary services to Village of Greenport residents and the public. For the above reason, the Village of Greenport Board of Trustees finds it necessary to enact legislation prohibiting parking and standing of vehicles on Village of Greenport streets in anticipation of, during and after snow or winter weather events.
B. 
It shall therefore be unlawful for any person to place, park or leave any automobile, truck, sports utility vehicle, or other motor vehicle on any Village road or street within the corporation limits of the Village of Greenport after a fall or precipitation of snow of two inches or more and thereafter until the snow has been removed or cleared from such public road or street unless such automobile, truck or other vehicle is at all times attended by and in the charge of a person capable of operating it as described in § 132-51, Schedule XIII. The Mayor or the Village Administrator shall determine the time for a particular storm that this prohibition shall go into effect, and the prohibition, as well as the end of the prohibition after the removal of the snow or ice, shall be announced on the Greenport Village website and WLNG, and the website of the Southold Local and Suffolk Times; however, the prohibition shall take effect after a snowfall of two inches or more, even if the Village of Greenport has not announced the prohibition.
C. 
Vehicles parked or abandoned after a snowfall of two inches or more, or after the announcement of a snow emergency prohibition as provided herein, shall be subject to a fine of $100 per day for each day that the vehicle is parked or abandoned in violation of this § 132-18 and the towing and removal of the vehicle by the Village of Greenport or the Southold Town Police, at the cost of the owner of the vehicle.

§ 132-19 Stopping and standing prohibited.

The stopping and standing of vehicles is prohibited in the locations described in § 132-52, Schedule XIV.

§ 132-20 Parking prohibited certain hours.

The parking of vehicles is prohibited in the locations described in § 132-53, Schedule XV, during the times indicated.

§ 132-21 Limited time parking.

The parking of vehicles is hereby prohibited in the locations described in § 132-54 (Schedule XVI: Limited Time Parking), for a longer period of time than that designated during the hours indicated or, where a location is designated for handicapped parking, for vehicles not designated for handicapped parking.

§ 132-22 Bus stops.

A. 
No bus shall receive or discharge passengers within the Village except at the bus stops designated in accordance with this chapter, excepting a bus actually being used as a school bus during the school year as part of the school transportation program.
B. 
The locations described in § 132-55, Schedule XVII, arc designated as bus stops, and the parking of vehicles is hereby prohibited in such locations.

§ 132-23 Diagonal parking areas.

The locations described in § 132-56, Schedule XVIII, are designated as diagonal parking areas, and individual parking spaces shall be marked therein. The dimensions and marking of such spaces shall be in conformity with the rules and regulations of the Department of Motor Vehicles of the State of New York.

§ 132-23.1 Unauthorized parking in handicap-designated parking space prohibited.

A. 
It shall be prohibited for any vehicle that does not display a properly issued handicap parking authorization to park in an area that is marked or designated as for handicapped parking only.
B. 
The fine for a violation of this § 132-23.1 shall be $100.
C. 
Penalties for overdue fines.

(1) 
In the event that the fine due for a violation of this § 132-23.1 is not paid within 30 days of the date of the issuance of the ticket for the violation, there shall be a penalty of $100 imposed on the original amount of the fine for the violation ticket.
(2) 
In the event that the fine due for a violation of this § 132-23.1 is not paid within 60 days of the date of the issuance of the ticket for the violation, there shall be a penalty of $200 imposed on the original amount of the fine for the violation ticket.
(3) 
In the event that the fine due for a violation of this § 132-23.1 is not paid within 90 days of the date of the issuance of the ticket for the violation, there shall be a penalty of $300 imposed on the original amount of the fine for the violation ticket.

§ 132-23.2 Parking in manner obstructing fire hydrant prohibited.

A. 
It shall be prohibited for any vehicle to park in a manner that obstructs the use of a fire hydrant. For purposes of this section parking in a manner that obstructs the use of a fire hydrant shall be deemed to be parking within 12 feet of a fire hydrant or in an area around or in the area of a fire hydrant which is designated as no parking.
B. 
The fine for a violation of this § 132-23.2 shall be $100.
C. 
Penalties for overdue fines.

(1) 
In the event that the fine due for a violation of this chapter is not paid within 30 days of the date of the issuance of the ticket for the violation, there shall be a penalty of $100 imposed on the original amount of the fine for the violation ticket.
(2) 
In the event that the fine due for a violation of this chapter is not paid within 60 days of the date of the issuance of the ticket for the violation, there shall be a penalty of $200 imposed on the original amount of the fine for the violation ticket.
(3) 
In the event that the fine due for a violation of this chapter is not paid within 90 days of the date of the issuance of the ticket for the violation, there shall be a penalty of $300 imposed on the original amount of the fine for the violation ticket.

§ 132-23.3 Double-parking prohibited.

No person shall double-park a vehicle on any Village public highway or roadway.

§ 132-23.4 Parking on sidewalk adjacent to highway.

No person shall park a vehicle in whole or part on a sidewalk located adjacent to a highway.

§ 132-23.5 Parking of unregistered and uninspected vehicles prohibited.

No vehicle shall be parked upon any public highway or roadway without first being registered and inspected pursuant to the Vehicle and Traffic Law of the State of New York.

§ 132-23.6 Parking on one-way roadway.

On a one-way roadway, vehicles shall be parked facing in the direction of authorized traffic movement; on a two-way roadway, such motor vehicle shall be facing in the direction of authorized traffic movement on that portion of the roadway on which the vehicle rests.

§ 132-23.7 Obstruction of driveway prohibited.

No person shall park a vehicle so as to obstruct any driveway except with express permission of the owner.

§ 132-23.8 Parking within markings required.

In an established or designated parking area, a vehicle is to be wholly within the markings or signage where established or designated lines and markings are indicated.
