By virtue of the authority granted under the Borough Code of
1966, § 1005(7), 53 P.S. § 46005(7), an independent
auditor shall be appointed by Council annually by resolution before
the close of the fiscal year, to make an independent examination of
the accounting records of the Borough for such fiscal year and such
independent auditor shall perform the other duties and exercise the
powers as conferred upon him by subdivision (k) of Article XI of the
Borough Code of 1966, 53 P.S. § 46196 et seq.[1]
