A.
Except for authorized vehicles parked in a marked handicapped parking space as delineated in § 192-4A, no person shall park or stand a vehicle between the hours specified upon any of the described streets or parts of streets for the times indicated herein and made part of this chapter.

Nothing in this article shall be construed to exempt any vehicles from the provisions of §§ 190-36 through 190-39, regarding parking for snowplowing and snow removal.
