A. 
Curfew. It shall be unlawful for any person under the age of eighteen (18) years to wander, lounge, loaf, loiter, or play in, frequent, or otherwise be upon or about any public street, sidewalk, alley, vacant lot, public square, or other public property (excluding the Town parks subject to Section 210.1980210.1980) within the Town between the hours of 12:00 Midnight to 5:00 A.M.
B. 
Exceptions. This Section shall not apply to any person under eighteen (18) years of age:
1. 
Who is accompanied by his or her parent, guardian or other adult person having the care and custody of such person.
2. 
When such person is upon an emergency errand or emergency for the person or his or her parent, guardian or other adult person having the care and custody of such person, or an errand as directed by his or her parent, guardian or other adult person having the care and custody of the minor.
3. 
When going directly to or from his or her employment or when engaged in a legitimate business purpose as directed by his or her parent, guardian or other adult person having the care and custody of the minor.
4. 
Who is going directly to or coming from an activity sponsored by or under the direction of the Town, a public school, or other publicly recognized organization, which organization activity, event or function is under the direction, supervision or control of an adult.
5. 
Traveling directly to his or her school.
6. 
Traveling directly to or from an activity involving the exercise of First Amendment rights of free speech, freedom of assembly or free exercise of religion.
7. 
Who is within a motor vehicle, bus or train involved in interstate travel.

A. 
Park Curfew. It shall be unlawful for any person to wander, lounge, loaf, loiter, play in or upon, or be in, any public park within the Town between the hours of dusk to dawn on any day, except as otherwise permitted.
B. 
Exceptions. This Section shall not apply:
1. 
To that part of the Town park open during the curfew hours for any authorized purposes, including, but not limited to, any sporting event, holiday event, school event, or other event, authorized by the Town of Carrollton Park Board or the Town Council.
2. 
To persons while using any part of the Town's walking trail within a Town park.

A. 
Whenever a minor child is arrested or detained for the commission of any ordinance violation of Sections 210.1970 or 210.1980, the Police Department shall, as soon as practical thereafter, deliver written notice to the minor's parent(s), guardian, or other person(s) legally charged with the care of a child [a person less than eighteen (18) years of age] of the arrest or detention. Such notice shall advise the parent or guardian of his/her responsibility under this Section. The notice shall be in such a form as to be signed by the parent or guardian signifying receipt thereof. If the parent refuses to sign said notice, the notifying Police Officer shall indicate such refusal on the notice.
B. 
No parent shall fail to exercise customary and effective control over a minor child so as to allow, contribute to cause, or tend to cause a minor to commit any violation of Sections 210.1970 or 210.1980.
C. 
Each violation of the provisions of this Section shall constitute a separate offense. Any person who violates this Section is subject to imprisonment for not more than ninety (90) days and/or a fine of not less than one hundred dollars ($100.00) for the first violation; not less than two hundred dollars ($200.00) for a second violation; and not less than five hundred dollars ($500.00) for any successive violation. In addition, the court may, as a condition of any probation granted to any parent found guilty of violating Subsection (B) of this Section, order restitution to any person who has been damaged by the misconduct of the minor child in an amount not to exceed two thousand dollars ($2,000.00).
