Mobile home park plans shall be processed in accordance with the requirements for land development plans in Article IV of this chapter and Chapter 320, Zoning. The design standards shall comply with applicable sections of each ordinance. Where design standards conflict between this chapter and any other ordinance, the most stringent standard shall apply.
Lot size and density shall comply with Chapter 320, Zoning.
All mobile homes and service buildings shall be connected to a public sewer system, as further required in Chapter 320, Zoning.
All mobile home parks shall conform to the requirements of § 265-45 of this chapter.
All interior streets shall remain private and be constructed in accordance with the requirements of Chapter 320, Zoning.
Off-street parking spaces shall be provided in all mobile home parks, in accordance with the requirements of Chapter 320, Zoning. The spaces shall be designed in accordance with this chapter and/or Chapter 320, Zoning. Mobile home parks shall also provide off-street parking spaces for visitors. The number of visitors spaces shall be at least 1/2 space per dwelling unit.
Pedestrian walkways shall be provided for all interior streets in accordance with the requirements of Chapter 320, Zoning.
A.
All internal streets, access drives and parking compounds shall be
lighted to provide an average minimum two-footcandle level of illumination
at an elevation of three feet above grade for the safe movement of
pedestrians and vehicles at night. All lighting shall be so arranged
as to reflect the light away from adjoining premises and public rights-of-way.
A lighting plan shall be provided for approval to establish conformance
with these standards in respect to style, lighting pattern and placement.
B.
Building accent lighting shall consider the effect of the lighting
on building occupants and neighbors. Landscape accent lighting, including
uplighting for trees and buildings and low down lights, shall be of
low intensity and shall be designed to prevent shadows or glare on
adjacent public ways.
C.
Pedestrian lighting shall illuminate walkways either from low-level
accent lights or uniform height (10 feet to 12 feet) light standards
which clearly and safely identify the circulation path.
D.
Architectural lighting shall complement the building elements in
a functional manner, and the design of the street and pedestrian lighting
shall be coordinated throughout the site. The quality of lighting,
including color, intensity and shielding of sources, shall be deemed
an integral part of the overall design plan.
Landscaping shall be provided in accordance with Chapter 320, Zoning.
Mobile homes shall conform to the building setback requirements of Chapter 320, Zoning.
Solid waste disposal shall be the responsibility of the mobile
home park operator and shall be performed in accordance with the requirements
of DEP. Provisions shall be made for solid waste collection at least
once per week. No centralized waste collection station shall be located
on the park site.
A.
Usable open space. All mobile home parks shall provide not less than
10% of the total land area for usable open space purposes. Usable
open space shall be located as to be free of traffic hazards and should,
where the topography permits, be centrally located and easily accessible
to all park residents.
B.
Play areas. Adequate areas shall be provided for play space for children.
A minimum of 3,000 square feet of play space shall be provided for
parks of 10 or fewer mobile home lots, and an additional 200 square
feet of play space shall be provide for each mobile home lot in excess
of 10. Play areas shall be suitably equipped and landscaped to provide
safe activities for children over a wide range of age. Play areas
shall meet the standards of the Americans with Disabilities Act (ADA)
for accessibility and Consumer Product Safety Commission (CPSC) safety
guidelines.
