In order to facilitate the movement of traffic and to combat the hazards of snow and ice on snow emergency routes named in § 290-40 of this article, a snow and ice emergency (designated in this article as a "snow emergency") shall be deemed to exist whenever two or more inches of snow accumulate or whenever the Mayor or the Chief of Police, in his discretion, declares the existence of a snow emergency. Information of the existence of a snow emergency may be given by the Borough or the Chief of Police through radio, newspaper or other available media. A snow emergency shall be presumed to continue for a period of 24 hours following the accumulation of snow or until such period of time designated by the Mayor or Chief of Police, whichever is later.

During the existence of any snow emergency, it shall be unlawful to park a motor vehicle or to allow that vehicle to remain parked on the side of any snow emergency route designated in § 290-40 of this article on which parking is prohibited until the snow or ice has ceased falling and until the snow emergency route has been plowed.

If at any time during a period of snow emergency declared under § 290-38 of this Article V, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of not more than $50 and costs, provided that: It shall be the duty of the policy officers and of parking enforcement personnel of the Borough to report to the appropriate official all violations of any provision of this Article V, indicating, in each case, the section violated; the license number of the vehicle involved in the violation; the location where the violation took place; and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this Article V. The notice shall contain instructions to the owner or driver of the vehicle that, if he will report to the Borough office and pay the sum of $50 within 48 hours after the time of the notice, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this § 290-41.
