A. 
Rates. The rates, rules and regulations of the Village Water Utility shall be those approved by the Village Board and on file and approved by the State Public Service Commission.[1]

B. 
Operating rules.
(1) 
All persons now receiving a water supply from the Utility or who may hereafter make application therefor shall be considered as having agreed to be bound by all rules and regulations as filed with the State Public Service Commission.
(2) 
Public Service Commission rules adopted. The provisions of Ch. PSC 185, Wis. Adm. Code, are adopted by reference and made a part of these rules as if set forth in full.[2]

A. 
Permit required. The owner of any property desiring water service shall apply to the Village Board in writing for a permit. Such permit shall state the name and address of the owner of the property, the location of the building or premises to be connected and the name of the firm that is to lay the water main. The firm to lay the water main from the building to the water main in the street shall be approved by the Board.[1]

B. 
All corner property owners will pay 100% of cost on one side which is considered the front side or service side and 75% of cost on the second side.
C. 
Cost. The costs of installing and constructing water mains shall be charged to the property benefited thereby and such costs of installation and construction shall be made an assessment against the property so benefited and shall constitute a lien against the property.
D. 
These rules will apply to all property improvement.
E. 
Whenever the Village of Denmark replaced or has replaced any lead lateral for water service within the street or the Village right-of-way, the abutting property owner receiving water services shall have 18 months from the date of notification from the Village of Denmark to replace any private water service lateral in conformity with the State Plumbing Code, and the property owner shall further remove and replace any interior water service fixtures that do not conform to the State Plumbing Code.
(1) 
Whenever a property owner has been provided with a notice from the Village to replace a private lead water lateral and interior water service fixtures and does not comply within the eighteen-month compliance period, the Village shall begin to assess an additional quarterly surcharge fee set by the Village Board commencing with March 2003 and every quarter thereafter.[2]

(2) 
No person shall sell, transfer or convey ownership of a building known by the Village to be serviced by a lead water lateral until such time as a written letter is provided by the Village of Denmark. Any conveyance of title or any ownership or accepting change of ownership without such approval letter shall constitute a violation of the Municipal Code of Ordinances and shall be subject to the penalties set forth.
Any person who shall violate any provision of the rules and regulations of the Water Utility adopted pursuant to § 296-1 shall be subject to the penalty as provided in § 1-4 of this Code.
