Off-street parking, loading and unloading facilities shall be provided to lessen traffic congestion in the streets. The facilities required by these provisions shall be available throughout the hours of operation for the particular business or use for which such facilities are provided. As used herein, the term "parking space" includes covered garage or carport or uncovered parking lot space located off the public right-of-way.

Each off-street parking space shall have an area of not less than 162 square feet, being nine feet in width and 18 feet in length, exclusive of access drives or aisles.

The dimension and design of off-street parking areas, including parking garages, shall comply with the following:
A. 
Stall width shall be not less than nine feet.
B. 
Stall depth shall be not less than 18 feet.

Each off-street loading space shall be not less than 50 feet in depth, 12 feet in width and provide an overhead clearance of not less than 14 feet. All loading areas shall be designed, constructed and used so that all vehicular maneuvering is contained within the lot and no vehicle shall be permitted to back into or out of the public right-of-way.

1. 
Unless superseded by a PennDOT highway occupancy permit, the width of a driveway intended to provide access to or from a property shall comply with the following:
A. 
A minimum of nine feet for all single-family dwellings.
B. 
A minimum of 12 feet for one-way traffic for all uses other than single-family dwellings.
C. 
A minimum of 20 feet for two-way traffic for all uses other than single-family dwellings.
D. 
A maximum of 20 feet at the street lines in residential districts, and 30 feet in all other districts.

1. 
For the purpose of providing access to a property, driveways crossing a street line shall be 40 feet apart and shall be limited to two along each front, rear or side lot line. On all corner properties, there shall be a minimum distance of 35 feet from any driveway to the lot line fronting on the intersecting street unless a greater distance is required for a specific use as contained within Part 8, Supplemental Regulations.
2. 
Any street under the jurisdiction of the Pennsylvania Department of Transportation shall be governed by all applicable rules, regulations and standards of PennDOT.

Buildings, structures and uses in existence at the date of adoption of this chapter shall not be subject to the off-street parking or off-street loading requirements, so long as a structure or use is not changed, altered or expanded. Existing off-street parking or off-street loading facilities provided prior to the adoption of this chapter shall not be reduced below the minimum requirements applicable to the particular use and/or structure.

When an existing use of a building, structure or land is expanded, off-street parking and/or loading facilities shall be provided in accordance with the applicable provisions of this chapter for the net increase of expansion based upon land area and/or gross floor area of the subject use. Any existing use prior to its expansion, which does not conform to the required number of off-street spaces that would otherwise be required, shall not be required to provide said spaces as a condition for zoning approval.

Whenever an existing use of a building, structure or land is changed to a different use, off-street parking and/or loading facilities shall be provided in accordance with the previous use requirements and the applicable provisions of this chapter based upon the proposed change in use.

1. 
The required off-street parking spaces for any type of use shall be located on the same lot as the principal use to which it is accessory. The required off-street parking may be permitted as a conditional use on another lot subject to the following requirements:
A. 
The lot to be used for off-street parking and the lot on which the principal use is located shall be in the same zoning district.
B. 
The lot to be used for off-street parking and the lot on which the principal use is located shall be held under the same ownership.
C. 
The lot to be used for off-street parking shall be not less than 200 feet to any lot line on which the principal structure is located.

1. 
Any off-street parking area and shall be surfaced so as to provide a pavement structure of bituminous asphalt, or concrete. Excluding points of ingress or regress, the parking area shall be curbed. The impervious area of a parking area shall be designed and constructed in compliance with the Forty Fort Borough Stormwater Management Ordinance (Ordinance No. 10 of 2012).[1]

An off-street parking area for five or more vehicles shall require a complete design and layout of the proposed parking area, sealed by a licensed professional engineer attesting that the subject design and construction of the parking area shall fully comply with the above provisions. Any engineering review costs incurred by Forty Fort Borough shall be reimbursed by the applicant.

1. 
Side Yards and Rear Yards. The side and rear yards areas of properties that contain off-street parking for five or more vehicles and/or any off-street loading areas shall be screened along such borders as provided herein:
A. 
A planting strip not less than five feet in depth, containing low growth ornamental grass, shrubbery, plants and/or a similar vegetative cover that will not exceed a maximum height of approximately three feet in height when full grown and shall not be planted in locations that would be in violation of § 27-314 of this chapter or otherwise result in a visual obstruction for motorists.
B. 
Such borders shall also be screened by a substantial, tight fence, six feet in height.
2. 
Front Yards. The front yard areas of properties that contain off-street parking for five or more vehicles and/or any off-street loading areas shall be screened along such borders as provided herein:
A. 
A planting strip not less than 10 feet in depth shall be provided between the parking areas and the abutting street right-of-way except for the location of access drives to the property. Said planting strip shall contain ornamental grass, shrubbery, plants or a similar vegetative cover.
B. 
Said planting strip shall also contain one shade tree for each 40 linear feet of planting strip. Said trees shall be not less than eight feet in height at the time of planting.
3. 
Interior Landscaping. Off-street parking areas that contain 20 or more parking spaces, in addition to the compliance with regulations contained under items Subsections 1 and 2 of this section, shall provide interior landscaping to said parking area. Said landscaping shall be not less than 5% of the total area that is paved and utilized for parking and/or loading. Interior landscaped areas shall contain ornamental grass, shrubbery, plants or a similar vegetative cover and a minimum of one shade tree not less than eight feet in height at the time of planting.

Any lighting used to illuminate off-street parking or loading areas shall be designed and constructed with cutoff shields and further located in a manner to avoid any adverse impact and spillover lighting onto adjacent properties and the public right-of-way.

Residential: All driveways shall have a minimum setback distance of five feet to any side yard or rear yard property line. Townhouses, with exception of end units, shall be excluded from this provision.
2. 
Nonresidential Uses: All driveways shall have a minimum setback distance of 10 feet to any side yard or rear yard property line.

1. 
Required parking for residential properties shall be permitted within the required front, rear and/or side yard setbacks, provided that the minimum setback distance to any area used for off-street parking is not less than five feet to the nearest point of a side yard or rear yard. No vehicle shall be parked in a front yard area in a manner in which the vehicle extends beyond the boundary of the front property line or otherwise obstructs pedestrian traffic.
2. 
Any off-street parking areas for a nonresidential use shall be set back a minimum distance of not less than 10 feet to any front, side or rear yard property line. Off-street parking areas for a nonresidential use, when abutting a residential zoning district or a residential property shall be set back a minimum of 15 feet from the rear yard and any side yard property line.

1. 
Vehicles Prohibited in R Zoning Districts. Off-street parking of the following types of vehicles shall be prohibited in all residential zoning districts:
A. 
Tractors.
B. 
Tractor-trailers.
C. 
Pickup trucks with a capacity of more than one ton.
D. 
Buses.
2. 
Recreational Vehicles in R Zoning Districts. Off-street parking for recreational vehicles shall be permitted in an R Zoning District subject to the following requirements:
A. 
Such vehicles shall not be parked and/or stored within the front yard.
B. 
There shall not be more than two such vehicles per dwelling unit.
C. 
The vehicle(s) must be registered in the name of the person(s) residing within the dwelling unit.
D. 
Such vehicles shall be effectively screened from adjacent residential properties with a substantial, tight fence six feet in height and a planting strip not less than five feet in depth, with shrubbery, plants or trees which are a minimum of three feet in height at the time of planting.

When required parking computation results in fractions, any fraction less than 1/2 shall be disregarded and any fraction equal to or greater than 1/2 shall be construed to require a full space.

In any instance where a nonresidential structure, building or use of land contains more than one defined use, the required parking for each specific use shall be provided.

Any structure, building or use of land hereafter erected, converted, enlarged or placed into use shall comply with the minimum off-street parking spaces as provided herein:
Residential Uses
Single-family detached dwelling
2 spaces for each dwelling unit
Two-family structure
2 spaces for each dwelling unit
Townhouses
2 spaces for each dwelling unit
Garden apartments
1.25 spaces for each dwelling unit
Boardinghouse/rooming house
1.50 spaces for each rooming unit which is rented or leased, plus all other off-street parking spaces required for any father use or uses located within the structure
Bed-and-breakfast
3 spaces and 1.50 spaces for each guest rental room
Short-term home rental
2 spaces for each dwelling unit, plus 3 spaces for each bedroom
Home occupation:
Each home occupation shall have off-street parking as indicated below, in addition to that 2 spaces required for the dwelling unit

1 space for the home occupation and 1 space for the nonresident/employee, if applicable
2.
3 additional parking spaces for a physician, dentist, or other state-licensed medical practitioners
Group residence
4 spaces, plus 1 space for each person residing or eligible to reside in the facility based upon state licensing, who is not related to the operator of the facility
Personal-care home
4 spaces, plus 1 space for each person residing or eligible to reside in the facility based upon state licensing, who is not related to the operator of the facility
Half-way house
1 space for each staff member based upon the maximum number of staff personnel working at any given time, plus 1.50 spaces for each person allowed to reside therein based upon state licensing of the facility
Nonresidential Uses
Animal hospital
5 spaces for every veterinarian
Auditorium or similar place of assembly
1 space for every 4 seats or 1 space for every 30 square feet of gross floor area if fixed seating is not provided
Automobile sales
1 exterior space for every 600 square feet of gross interior floor space plus 1 additional space per each 5,000 square feet of open sales or display area
Automotive repairs
1 exterior space for every 200 square feet of gross interior floor area
Bottle club
1 space for every 100 square feet of gross floor area, plus:
a.
1 additional space for every 2 seats and/or 1 space for each 50 square feet of floor area when there is no fixed seating
b.
2 additional spaces for every 3 employees based upon the maximum working shift
Car wash and auto detailing
1 space for each employee on the maximum working shift
Churches and similar places of worship
1 space for every 4 seats in the main assembly room or 1 space for each 12 feet of bench length, if fixed seating is not provided, 1 space for every 30 square feet of gross floor area
Commercial, business or vocational trade schools
1 space for each staff and/or faculty member, plus 1 space for every 5 classroom seats, based upon the maximum capacity
Day-care facility
1 space for each employee, plus 1 space for every 5 individuals served by the facility, based upon the maximum number of individuals which the facility is licensed to serve
Entertainment facilities
1 space for every 100 square feet of gross floor area
Equipment sales and repairs
1 exterior space for every 200 square feet of gross floor space
Fast-food restaurants
1 space for every 80 square feet of service or dining area, with a minimum of 5 spaces. A fast-food restaurant with a drive-in window shall, in addition to the above requirements, provide 8 stacking spaces for the drive-in window designated for the ordering station. Such spaces shall be designed in a manner not to impede pedestrian or vehicular circulation on the site or on any abutting street
Funeral homes and crematories
20 spaces for each viewing parlor
Gasoline service stations
2 exterior spaces for each service bay, 1 space for each pump, plus 1 space for every 200 square feet of gross floor area which is used for the sale of retail goods, including food and/or beverages
Health spa/clubs
Shall provide 1 space for every 200 square feet of gross floor area; any such club which also serves food and/or beverages shall also comply with the parking requirements of any eating or drinking establishment
Large retail establishment
a.
5 spaces for each 1,000 square feet of gross floor area
b.
The number of off-street parking spaces shall not exceed 110% of the required minimum number of off-street parking spaces. The above requirement may be increased to 125% when porous pavement is used in areas of the parking lot that do not receive heavy traffic, such as parking stalls, cart areas and crosswalks
Manufacturing/industrial uses
1 space for every 1,000 square feet of gross floor area; plus 1 space for every 2 employees on the maximum working shift
Medical or dental office or clinic
5 spaces for every doctor, dentist, chiropractor or other licensed medical practitioner
Methadone treatment facility
5 spaces for every doctor, licensed medical practitioner, counselor and/or staff personnel employed at the facility, including those employed on a full-time or part-time basis and/or by contractual arrangements with the facility
Motels and hotels
1 space for each unit for guest accommodations plus 1 space for each 2 employees on the maximum working shift. Any such facility which also serves food and/or beverages shall also comply with the parking requirements of a restaurant or tavern
Nonprofit social hall and clubs
1 space for every 200 square feet of gross floor area
Nursing home/continuing care facility
1 space for every 3 beds, based upon the maximum number of beds permitted under its state license, plus 1 space for each employee on the maximum working shift
Personal services
1 space for every 300 square feet of gross floor area
Places of public or private assembly, including auditoriums or meeting halls
1 space for every 4 seats or 1 space for each 50 square feet of gross floor area when there is no fixed seating
Professional or service offices
1 space for every 300 square feet of gross floor area
Public uses
1 space for every 100 square feet of gross floor space
Public utility facilities
2 spaces per facility; if the facility includes maintenance and/or storage yards, then the required number of spaces shall be 1 for each employee assigned to work at such facility
Recreational facilities (indoor)
1 space for every 100 square feet of gross floor area
Recreational facilities (outdoor)
In cases where such facilities include spectator seating, there shall be 1 space for every 4 seats, facilities which do not provide any spectator seating shall provide 1 space for every 3,000 square feet in the recreational site, plus an additional 10 spaces, if there is a swimming pool and an additional 2 spaces if there is playground equipment
Restaurants and taverns
1 space for every 3 seats, plus 2 spaces for every 3 employees on the maximum working shift
Retail businesses
1 space for every 300 square feet of gross floor area
Schools, elementary and secondary
1 space for each staff member, plus 1 space for every 20 classroom seats, based upon the maximum capacity
Self-service coin-operated laundries and dry cleaners
Shall provide 1 space for every 2 washing or drying machines
Self-storage warehouse
1 space for every 10 stalls or lockers available for rental, plus 1 for each employee on the maximum working shift
Sexually oriented businesses
a.
Sexually oriented bookstore
1 space for every 100 square feet of gross floor area, plus 2 additional spaces for every 3 employees based upon the maximum working shift
b.
Sexually oriented entertainment
1 space for every 100 square feet of gross floor area, plus:
1 additional space for every 2 seats and/or 1 space for each 50 square feet of floor area when there is no fixed seating
2 additional spaces for every 3 employees based upon the maximum working shift
c.
Massage parlor
1 space for every 100 square feet of gross floor area, plus 2 additional spaces for every 3 employees based upon the maximum working shift
Shopping center
5 spaces for each 1,000 square feet of gross floor area
Substance abuse treatment facility
1 space for every 2 beds based upon state licensing regarding the maximum number of beds of the facility, plus 5 spaces for every doctor, licensed medical practitioner, counselor and/or staff personnel employed at the facility, including those employed on a full-time or part-time basis and/or by contractual arrangements with the facility
Substance abuse treatment facility, outpatient
5 spaces for every doctor, licensed medical practitioner, counselor and/or staff personnel employed at the facility, including those employed on a full-time or part-time basis and/or by contractual arrangements with the facility
Warehousing/distribution facility
1 space for every 2,000 square feet of gross floor area; plus 1 space for every 2 employees on the maximum working shift

Any commercial use or nonresidential use of a structure, building or land, not specifically listed within § 27-1019 of this chapter shall provide one off-street parking space for every 200 square feet of gross floor area or lot area.

Any business, individual or corporation that owns, leases or operates a facility which includes the provision of public accommodations and/or commercial facilities shall be governed by the provision of this section. A commercial facility shall include any business whose operations are open to the general public. A facility which provides public accommodations shall include, but may not be limited to, the following:
A. 
Places of lodging.
B. 
Establishments serving food or drink.
C. 
Places of exhibition or entertainment.
D. 
Places of public gathering.
E. 
Sales or rental establishments.
F. 
Service establishments, stations used for specified public transportation.
G. 
Places of public display or collection.
H. 
Places of recreation.
I. 
Places of education.
J. 
Social service center establishments, and places of exercise or recreation.

1. 
The following provisions shall apply for required handicapped parking spaces:
A. 
An area not less than five feet in width shall be provided between each handicapped parking space. Said area shall be marked and/or designed to prevent parking therein.
B. 
An area not less than eight feet in width shall be provided between each van accessible parking space. Said area shall be marked and/or designed to prevent parking therein.
C. 
Vehicular access to handicapped parking areas shall have a minimum vertical clearance of not less than 9 1/2 feet.
D. 
An off-street parking area shall be designed to provide convenient, accessible routes from the handicapped parking areas to an accessible building entrance and to public streets and sidewalks which adjoin the off-street parking area.
2. 
Handicapped accessible spaces, serving a particular facility, shall be located on the shortest accessible route of travel from the parking area to an accessible entrance.

Handicapped accessible parking spaces shall be designated as reserved by a sign showing the symbol of accessibility. Parking spaces designed for vans shall have an additional sign reading "Van-Accessible" mounted below the accessibility sign. Such signs shall be located in a manner so a vehicle cannot obscure them.

When parking spaces are provided for self-parking by employees or visitors, or both, within the total number of off-street parking spaces required under §§ 27-1019 and/or 27-1020 of this chapter, the following table shall be used to determine the required number of handicapped accessible spaces.
