In any case where a provision of this chapter is found to be
in conflict with or inconsistent with a provision of any other ordinance,
rule or regulation of the municipality which establishes a lower standard
for the promotion and protection of the safety, health and welfare
of the people, the provisions of this chapter shall prevail, and such
other ordinances, rules or regulations or parts thereof are hereby
declared to be repealed to the extent that they may be so found to
be in conflict with this chapter.
If any section, subsection, paragraph, sentence, clause or phrase
of this chapter shall be declared to be unenforceable or invalid,
such decision or declaration shall not affect the remaining portions
of this chapter, which shall continue in full force and effect, and
to that end the provisions of this chapter are hereby declared to
be severable.
