Fees shall be established by the municipality to defray plan review, construction, and inspection costs incurred by the municipality. Review fees shall be paid by the applicant at the time of drainage plan submission. A review fee and financial security schedule shall be established by resolution of the municipal governing body for reviewing drainage plans and conducting inspections pursuant to § 301-60. For drainage plans that are part of a subdivision or land development plan, review and inspection fees shall be reimbursed as part of the subdivision or land development process as established in the SALDO.[1] The municipality shall periodically update the review and inspection fee schedule to ensure that review costs are adequately reimbursed.

A. 
For the simplified approach and minor engineered plans:
(1) 
The fees required shall, at a minimum, cover:
(a) 
Administrative costs.
(b) 
The review of the drainage plan by the Municipal Engineer, including site visit(s) during the review process.
(c) 
Inspection visits during construction, including a minimum of a preconstruction meeting, midpoint inspection, and final inspection. Additional inspections may be required.
(d) 
Any additional work required to enforce any permit provisions regulated by this chapter, correct violations, and assure proper completion of stipulated remedial actions.
(e) 
The costs incurred by the Township for review and recording of the O&M agreement.
(2) 
The financial security required is a fee that is held by the Township until such time as the approved improvements have been satisfactorily completed.
B. 
For full engineered plans, an estimate of the full construction cost shall be provided for review by the Municipal Engineer. Included shall be all temporary and permanent erosion control measures; excavation, backfill, retopsoiling; materials to construct approved stormwater, including conveyance, collection and BMP facilities; and inspections.
C. 
For stormwater-type improvements associated with subdivision and land development plans, the applicant shall provide a financial security to the municipality for the timely installation and proper construction of all stormwater management controls as provided for in the SALDO/MPC with regard to the amount and method of payment.
