A. 
Whenever under any ordinance of the Village of Bannockburn, or rule or regulation or order promulgated by any officer or agency of the Village of Bannockburn under authority duly vested in him or her or it, any act is prohibited or is made or declared to be unlawful or an offense or misdemeanor or whenever in any ordinance or any such rule, regulation or order the doing of any act is required or the failure to do any act is declared to be unlawful or an offense or misdemeanor, and no specific penalty is provided for the violation thereof, the violation of any such provision of any such ordinance, rule, regulation or order shall be punished by fine not exceeding $750 for each offense.

B. 
Each day any violation of any provision of any such ordinance, rule, regulation or order shall continue shall constitute, except where otherwise provided, a separate offense.
C. 
In the construction and interpretation of this section, the revocation of a license or permit shall not be considered as a recovery or penalty so as to bar any other penalty being enforced.
Whenever, under this article or any other ordinance, rule, regulation or order of the Village of Bannockburn, a maximum fine or penalty in excess of $200 is established for any offense or violation, such maximum shall be deemed to be reduced to $200 with respect to any specific offense or violation of such ordinance, rule, regulation or order as to which service of summons is made by certified mail, return receipt requested, pursuant to Section 1-2-9.1 of the Illinois Municipal Code (65 ILCS 5/1-2-9.1).
