Every person desiring to provide accommodations for three or
more roomers or lodgers shall procure a license from the Department
of Health.
No tenement house or dwelling shall be used for this purpose
unless one toilet is provided for each five or fewer persons, exclusive
of the members of the household.
Each sleeping room or unit shall be provided with a lavatory
supplied with hot and cold running water.
In addition to the above-mentioned, the lodger or roomer shall
be provided with sufficient soap and towels, clean bed linen and other
necessary provisions for maintaining proper sanitary living conditions.
