A.
There shall be a Planning Board for the Town of Urbana, Steuben County,
New York, to be known as the "Town of Urbana Planning Board," consisting
of five members appointed according to the requirements of Article
16 of the Town Law.
B.
Terms of the initial members shall be one year, two years, three
years, four years and five years. Thereafter, terms of members shall
be five years.
C.
A Chairman shall be appointed from the membership of said Planning
Board.

Pursuant to Article 16 of the Town Law, said Town of Urbana Planning
Board is hereby authorized and empowered to approve plats showing
lots, blocks or sites, with or without streets or highways and to
approve preliminary plats within that part of said Town outside the
limits of any incorporated city or village and to pass and approve
the development of plats already filed in the office of the Clerk
of said county if such plats are entirely or partially undeveloped.

B.
Said Planning Board is authorized and empowered to approve or disapprove
changes in the lines of existing streets, highways or public areas
shown on subdivision plats or maps filed in the office of the Clerk
of said county and the laying out, closing off or abandonment of streets,
highways or public areas under the provisions of the Town and highway
laws within that part of said Town outside the limits of any incorporated
city or village.
C.
Pursuant to § 281 of said article, said Planning Board
is hereby authorized simultaneously with the approval of any plat
within that part of said Town outside the limits of any incorporated
city or village to modify applicable provisions of the Zoning Ordinance[1] subject to the conditions set forth in said § 281.
D.
If no activity or communication by the applicant regarding the application
within sixty (60) days from the date of the filing of the application,
the application shall be deemed abandoned, and the Board shall take
no further action. The applicant may file a new application upon payment
in full of all applicable fees.

The Town Clerk is directed to forthwith file a certified copy
of this chapter with the Clerk of Steuben County.
