[HISTORY: Adopted by the Town Board of the Town of Urbana 7-17-2001 by L.L. No. 1-2001. Amendments noted where applicable.]
In view of the fact that the County of Steuben is in the process of implementing an Enhanced 911 (E911) telephone system whereby an individual will be able to dial a 911 telephone number in the event of an emergency, the Urbana Town Board believes that a Town-wide uniform system of property addressing will assist emergency personnel in responding quickly and efficiently to an emergency and, accordingly, that the enactment of this local legislation is in the best interests of the public health, safety and general welfare of the Town of Urbana and its inhabitants.
A. 
All structures within the Town of Urbana, other than as hereinafter exempted, shall be identified by an address assigned in accordance with the County of Steuben Addressing Plan for 911. As used herein the word "structure" shall apply to any building which is eight feet by eight feet, or larger, is serviced by any one of the following utilities (e.g., electric, gas, water, sewer, telephone, etc.) and which is located 50 feet or more away from the principal structure.
B. 
The owner and/or occupant/tenant of each structure shall post the assigned number on the structure adjacent to its main entrance.
C. 
The number shall be displayed on the structure in Arabic numerals, with any supplemental suffix in block English letters. This number shall be in reflective material, shall not be less than four inches in height and shall be of a color that contrasts with the structure.
D. 
Address numbers shall also be placed on the structure's mailbox or mailbox post. If the mailbox is not located at the entrance of the driveway to the structure, then a location post containing the address numbers shall be located thereat as hereinbelow specified in Subsection E. These shall not be less than three inches in height and shall be white reflective numbers/letters on a contrasting background. If the mailbox is not located at the structure, then the roadway name shall be included on the mailbox.
E. 
If a structure is located more than 50 feet from the roadway, or if it is not clearly visible from the roadway, then the number shall be installed on a post on the distant side of the driveway as it is approached from the same side of the roadway as the structure. This installation may be combined with the mailbox post, if the mailbox is located at the drive. The number shall be visible in both directions of travel on the roadway. These numbers shall not be less than three inches in height and shall be white reflective numbers/letters on a contrasting background.
F. 
Any previous numbers assigned to the structure shall be removed.
G. 
A certificate of occupancy shall not be issued for new structures unless there has been prior compliance with this local legislation.
Excluded hereunder is any structure smaller than eight feet by eight feet, which is not serviced by any utility and which is located less than 50 feet away from the principal structure.
Any changes to the Town's assigned numbers which are proposed by the County of Steuben after the effective date of this local legislation shall first be submitted by the county to the Supervisor of the Town of Urbana at least 14 days prior to approval of the same by the Town and the effective date of said proposed change.
A. 
Any person, corporation, partnership or limited liability entity who/which violates any provision of this local legislation shall, upon conviction thereof, be punishable by a fine not to exceed $250. Each calendar week, or portion thereof, that said violation continues shall be deemed to constitute a separate additional violation.
B. 
This chapter shall be enforced by the Code Enforcement Officer, or any other official appointed by the Town Board.
