There shall be a Department of Engineering, the Director of which shall be the Director of Engineering, appointed by the Mayor and City Council, in accordance with Section 4.3(e) of the City Charter. The Director of Engineering shall possess a practical knowledge of civil engineering and shall be a registered professional engineer and possess other qualifications established by the Mayor.

The Department of Engineering shall consist of the following divisions: Division of Design and Division of Construction. The Mayor shall have authority to establish subdivisions of the foregoing divisions of the Department or sections under the divisions in order to conduct the business of the Department.

A. 
The Department of Engineering shall have the following functions and duties:
1. 
Design and construction of streets, sidewalks, alleys, buildings, parking facilities, structures, bridges, viaducts, waterway, sewerage systems, stormwater detention and drainage systems, levees, waterworks, tunnels and appurtenances thereto;
2. 
Plat review;
3. 
Creation, maintenance, custody and retention of records of the location, direction, depth and connection of all City owned underground structures and equipment;
4. 
Creation, maintenance, custody and retention of records of all plats, surveys and drawings and the furnishing of all information and reports relating to City right-of-way, real estate and appurtenances thereto; and
5. 
Granting of all permits to excavate into or disturb right-of-way or public property or to make any special use thereof.
