The Village of Ridgefield Park hereby establishes a Green Team Committee which shall be known as the "Ridgefield Park Green Team" (hereinafter also referred to as the "Green Team"), subject to the terms and provisions of this chapter. The Green Team shall serve as a permanent committee to the Ridgefield Park Board of Commissioners.
The general purposes and powers for the Green Team shall include (without limitation) the following:
A. 
Manage Ridgefield Park's participation in the Sustainable Jersey program (which is a program initiated, established and promoted by the State of New Jersey).
B. 
Establish reasonable environmental goals and Sustainable Jersey goals for the village.
C. 
Encourage the Village's staff, employees, personnel, volunteers, departments, offices, committees, commissions, boards and agencies to pursue environmentally sustainable practices and to implement the Village's environmental goals and Sustainable Jersey goals.
D. 
Work with and encourage Village organizations and groups to pursue environmentally sustainable practices and to implement the Village's environmental goals and Sustainable Jersey goals.
E. 
Provide suggestions and advice to the Village Planning Board, Zoning Board of Adjustment, and Historic Preservation Commission to assure that environmental matters are considered in their deliberations and actions.
F. 
Solicit and evaluate environmental ideas and suggestions from the community.
A. 
The Green Team shall consist of seven members and two alternate members. The members and alternate members shall be appointed by the Board of Commissioners and shall serve without compensation. At least five members shall be residents of the Village of Ridgefield Park. At least one alternate member shall be a resident of the Village of Ridgefield Park.
B. 
The Ridgefield Park Green Team shall be appointed within 30 days after the effective date of this chapter. The initial term of office of each member shall commence upon the day of the member's appointment and shall expire as follows:
(1) 
Two members: terms end December 31, 2016.
(2) 
Two members: terms end December 31, 2017.
(3) 
Three members: terms end December 31, 2018.
C. 
All subsequent appointments, except to fill vacancies, shall be for a full term of three years, to take effect on January 1 of the year of appointment. All appointments to fill vacancies shall be for the remainder of the prior member's term.
D. 
Alternate members shall be designated at the time of appointment as "Alternate No. 1" and "Alternate No. 2" and shall serve during the absence or disqualification of any regular member or members. The term of each alternate member shall be three years commencing on the day of their appointment and ending in the same manner as is set forth for regular members. However, the initial terms of Alternate No. 1 and Alternate No.2 shall commence upon the day of the alternate member's appointment and shall expire as follows:
(1) 
Alternate No. 1: term ends December 31, 2017.
(2) 
Alternate No. 2: term ends December 31, 2018.
E. 
An alternate member may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member.
F. 
Additionally, one member of the Board of Commissioners, the Superintendent of the Department of Public Works, the Village Clerk, and the Chief of Police shall serve as ex officio members of the Green Team. Ex officio members shall not vote. Each aforesaid ex officio member may designate a representative to attend the meetings of the Green Team on the ex officio member's behalf.
G. 
Additional non-voting associate members may be appointed by the Board of Commissioners for one-year terms. Said associate members need not be residents of the Village of Ridgefield Park.
H. 
On an annual basis, the Green Team shall elect from among its members a Chairman and Vice Chairman.
A. 
The Green Team shall meet at such times and places as the Green Team so determines. However, the Green Team shall meet at least five times each year.
B. 
The rules of procedure for the Green Team shall be Roberts Rules of Order - Revised; or by such other rules of procedure as the Green Team may adopt by resolution.
The Green Team shall hire a secretary to take the minutes of all meetings, and provide secretarial services for the Green Team. The secretary's salary shall be set by the Commissioner who has responsibility for the Ridgefield Park Environmental Commission.
