Except as otherwise specifically provided in this code, the statutory provisions in Chs. 340 to 348, Wis. Stats., describing and defining regulations with respect to vehicles and traffic, exclusive of any provision therein relating to penalties to be imposed and exclusive of any regulations for which the statutory penalty may be a term of imprisonment, are adopted and by reference made a part of this code as if fully set forth herein. Any act required to be performed or prohibited by any statute incorporated herein by reference is required or prohibited by this code. Any future amendments, revisions or modifications of the statutes incorporated herein are, at the time they become law, made part of this code.

All provisions of Chapter Trans 305, Wis. Adm. Code are incorporated herein and adopted by reference, as if fully set forth herein, excepting the penalty provisions thereof.
A. 
The provisions of §§ 346.57, 346.58 and 346.59, Wis. Stats., relating to the maximum and minimum speed of vehicles are hereby adopted as part of this section as if fully set forth herein, except as otherwise specified by Subsection B hereof, pursuant to § 349.11(3)(c), Wis. Stats.
B. 
Increased speed limits. The speed limits upon the following streets between the limits designated are increased to 30 miles per hour:

Lake Drive between College Avenue and Hawthorne Avenue
North Chicago Avenue between College Avenue and Cherry Street
Rawson Avenue between 16th Avenue and Nicholson Avenue
South Chicago Avenue from Marion Avenue to South Limits Road
C. 
The speed limit upon the following streets between the designated limits are increased to 35 miles per hour:

College Avenue between Nicholson Avenue and Lake Drive
Forest Hill Avenue between South Chicago Avenue and Nicholson Avenue
Nicholson Avenue between Forest Hill and Drexel Boulevard and between Rawson Avenue and College Avenue
D. 
The speed limit upon the following streets between the designated limits are decreased to 20 miles per hour:

Rawson Avenue from the center line of the railroad right-of-way in an easterly direction for a distance of 100 feet and westerly for a distance of 80 feet

E. 
The Chief of Police shall provide, place and maintain standard signs giving notice of the increase or decrease in speed provided herein.

F. 
The speed limit upon Rawson Avenue for westbound traffic from a point 250 feet east of the Rawson Avenue intersection with the Chicago Northwestern Railroad Company railroad tracks to a point 50 feet west of said intersection, 20 miles per hour, and for eastbound traffic from a point 250 feet west of the Rawson Avenue intersection with the Chicago Northwestern Railroad Company railroad tracks to a point 200 feet east of said intersection.

A. 
It shall be unlawful for the operator of a vehicle to stop, stand or park such vehicle at any time in any of the following places, except when necessary to avoid conflict with other traffic or to comply with the directions of a traffic officer or traffic control sign or signal, and where signs have been erected:

The Department of Public Works is hereby directed and authorized to mark off individual parking spaces in the angle parking zones as specified in § 24.09. It shall be unlawful for the operator of any vehicle to park the same in such zone in such a way that said vehicle shall not be entirely within the limits of a single space so designated.

The word "holidays" wherever used in §§ 28.04 and 28.08 of this chapter shall mean and include the following days only: The first day of January, the Friday before Easter Sunday, the fourth day of July, the first Monday in September, the 25th day of December, and the day designated and set aside by the President of the United States as a day of Thanksgiving, or any other special days that may be designated by the Common Council of the City of South Milwaukee.
A. 
"Municipal parking lot" is defined as any parking lot owned, leased, or operated by the City of South Milwaukee. It shall be unlawful for any person, firm or corporation owning, driving or in charge of any automobile, motor truck, or other vehicle to park the same in any municipal parking lot in the City of South Milwaukee as follows:

(1) 
The South Milwaukee Public Library Parking Lot located at the corner of 10th and Monroe Avenues is restricted to two hour parking Mondays through Saturdays from the hours of 8:00 a.m. to 6:00 p.m.; parking by anyone other than Library Staff in those stalls designated as reserved for Library Staff is prohibited between the hours of 7:00 a.m. and 9:00 p.m. Mondays through Fridays and 7:00 a.m. and 5:00 p.m. on Saturdays; overnight parking in this lot is prohibited between December 1 and March 31. That parking area reserved for the Library Staff shall be designated as a tow away zone and vehicles parked in violation of this ordinance in that tow away zone shall be subject to removal pursuant to Subsection C hereof.
(2) 
The following regulations apply to all municipal parking lots other than the Public Parking Lot subject to the provisions of Subsection D hereof:

From December 1 through March 31 there shall be no overnight parking in any municipal lot and parking is specifically prohibited in any municipal lot from 2:00 a.m. to 6:00 a.m. during the months from December 1 through March 31 except pursuant to permit issued by the City.
(3) 
Except as otherwise provided in rental agreements between the City of South Milwaukee and those individuals and corporations who have executed parking lot rental agreements with the City of South Milwaukee, parking in all municipal lots is prohibited between the hours of 2:00 a.m. and 6:00 a.m. of every day.
B. 
The Street Department shall be in charge of municipal parking lots and shall properly mark parking spaces within the municipal parking lots where automobiles may be parked only as designated by ground markings or other signs. Appropriate signs advising parkers of cars in the parking lots of these regulations shall be posted at the entrance to the parking lot.

C. 
Any vehicle parked in a municipal parking lot in violation of the above regulations in an area designated as a tow-away zone may be removed by the South Milwaukee Police Department without prior notice and stored in a storage area where the owner may reclaim the vehicle by paying the towing and storage charges. The Police Department shall notify the registered owner of the vehicle of the towing and storage of the vehicle by first class mail and the vehicle shall be released to the owner on payment of the towing and storage charges.

D. 
Rental of parking spaces.

(1) 
It shall be unlawful for any person, firm or corporation to park any motor vehicle in any municipal parking lot within the City of South Milwaukee which has been designated as a rental lot without first having obtained a parking permit, which permit must be displayed on the rear window of such vehicle while it is so parked.
(2) 
The Street Superintendent and City Engineer shall designate those municipal parking lots or portions of municipal parking lots which will be available for rental within the meaning of this section.

(a) 
Those parking spaces located on the east side of 11th Avenue north of Milwaukee Avenue and south of the alley immediately north of Milwaukee Avenue, shall be a municipal parking lot and parking permitted only to those individuals or corporations entering into a rental agreement with the City pursuant to the terms of § 28.08D.

(3) 
Issuance of parking permits shall be under the supervision of the Chief of Police. Such permits shall be issued for a period of not less than one calendar month and the monthly fee shall be the sum designated by the most recently published Administrative Services Fee Schedule. The fee for any permit issued after the 15th of the month shall be 1/2 the monthly fee. When a currently valid parking permit is properly attached to a motor vehicle, it shall permit the operator or owner thereof to park the same in the designated parking space in the designated parking lot for an unlimited hourly period during the rental term.

(4) 
Any motor vehicle not having a currently valid parking permit attached thereto as required by Subsection D(1) hereof, which shall be parked in any rental lot for a period of six hours or more, shall be towed away and the same may be redeemed by the owner by payment of the fine and cost imposed for the violation plus the costs of removal of the vehicle.
(5) 
Parking permits for rental of parking spaces pursuant to this code shall only be issued to permit the parking of motorcycles, passenger cars, light trucks and vans. Effective May 1, 2003, no parking permits shall be issued to motor homes, commercial vehicles and non-motorized vehicles (trailers).

A. 
All vehicles parking on the following streets or parts of streets are required to park at an angle to the curb and parallel parking is prohibited in these areas. The angle required shall be indicated by street sign or street striping or as stated herein. All angles stated herein are stated in reference to the curb-line of the street on which the parking is required.

B. 
Prohibited parking. No person, firm, partnership or corporation nor any officer, member, agent, servant or employee of any firm, partnership or corporation shall suffer any vehicle of any kind or description to be parked on any public highway of the City of South Milwaukee between the hours of 3:00 a.m. and 6:00 a.m. from the 1st day of December to the last day of March inclusive.

C. 
Special permit. As designated by the Police Department, vehicles may be parked during such hours, provided they shall first obtain a special privilege permit from the Police Department after filing an application with said department and paying a permit fee to the Police Department, all as required under this section, and shall be parked as authorized by such permit.
D. 
Alternate side parking. Except as provided in Subsection D(1) and (2) hereof, any vehicle parked pursuant to the provisions of Subsections B and C above shall be parked only on the even numbered side of the streets on those nights bearing an even calendar date during the portion thereof before midnight, and on the odd numbered side of the street on those nights bearing an odd calendar ate during the portion thereof before 12:00 midnight.

(1) 
The foregoing provision requiring alternate side parking shall not apply to streets where parking is normally permitted only on one side of the street.
(2)

E. 
Application and permit.
(1) 
The application form shall contain the name and address of the owner of the vehicle, the license number, make and year of the vehicle, the name of the month of issuance and the date of expiration.
(2) 
The permit shall contain the number of the permit, the name and address of the owner of the vehicle, the make, year and license number of the vehicle, and the month of issue. The permit shall be a different color each month. All permits shall be numbered consecutively.
F. 
Exceptions.
(1) 
The provisions of this section shall not be effective and in force on the morning of January 1 (New Year's Day).
(2) 
This section shall not apply to licensed physicians and surgeons in emergency situations.
(3) 
This section shall not supersede any of the provisions contained in § 28.10A and G.
G. 
Emergency declared.
(1) 
Whenever the Mayor finds, on the basis of falling snow, sleet, or freezing rain, or on the basis of a forecast by the U.S. Weather Bureau or other appropriate weather service, of snow, sleet or freezing rain, that weather conditions will make it necessary that motor vehicle traffic be expedited and that parking on City streets be prohibited or restricted for snow plowing and other purposes, the Mayor shall put into effect a parking prohibition on the City streets hereinafter mentioned.
(2) 
Whenever such an emergency exists and the Mayor shall have caused announcement thereof to be made by not less than two radio stations whose normal operating range covers the City of South Milwaukee, it shall be unlawful for any person to park, or suffer to be parked, any vehicle of any kind or description between the hours of 2:00 a.m. and 6:00 a.m., inclusive, upon the Arterial Highways in the City designated pursuant to § 28.12.

A. 
Truck routes.
(1) 
No vehicle which has a gross vehicle weight of five tons or more, except a motor bus, shall be moved or operated on any street within the City of South Milwaukee other than the following:

(2) 
The foregoing streets shall constitute the "truck route" and no vehicle such as hereinbefore described shall deviate from travel on such streets unless it shall be necessary for the purpose of obtaining orders, moving or delivering supplies, commodities or equipment.
B. 
Any vehicle lawfully deviating from the "truck route" must travel between such "truck route" and its destination by means of the shortest practicable route available.
C. 
In no event shall the weight of any vehicle and the load on any street exceed the limitations contained in § 348.15 or 348.16(3), Wis. Stats., pertaining to Class "A" Highways or deliveries on Class "B" Highways.
A. 
It shall be unlawful for any person to operate a bicycle upon any of the streets, alleys or public highways of the City of South Milwaukee unless said bicycle is registered and tagged as herein provided.
B. 
Registration shall be made by presenting to the Police Department a receipt from the City Clerk for the registration fee hereinafter provided for, and by filing with the Police Department on forms provided by such department, the name and address of the owner together with a complete description of the bicycle. Registration shall be serially numbered and kept on file by the Police Department as a public record.
C. 
Upon such registration, an identification tag serially numbered to correspond to the registration number shall be issued by the Chief of Police and affixed by the registrant to the registered bicycle which identification tag shall remain affixed to such bicycle unless removed by the Chief of Police for cause.
D. 
The fee for bicycle registration shall be established by resolution of the Common Council.

E. 
The Police Department may inspect each bicycle presented to it for registration and shall have the authority to refuse to register any such bicycle found by it to be in an unsafe mechanical condition.
F. 
No bicycle shall be operated upon public sidewalks at any time within the City of South Milwaukee. The Chief of Police shall have authority to cancel the registration of and remove the identification tag from any bicycle operated upon any street, alley or public highway in the City of South Milwaukee in an unsafe manner or in violation of any state law or City ordinance. Such cancellation and removal of identification tag shall be in addition to the other penalties provided hereunder.
G. 
Within 10 days after any bicycle registered hereunder shall have changed ownership or have been dismantled and taken out of operation, the person in whose name it has been registered shall report such information to the Chief of Police. In case of change of ownership, the registration shall thereupon be changed to show the new owner. In case of dismantling and taking out of operation, the registration shall be canceled and the identification tag returned to the Chief of Police.
H. 
Any unregistered bicycle found on any street or public place in the City of South Milwaukee, or any bicycle being used in violation of any ordinance of the City of South Milwaukee may be confiscated by the Police Department for a period not to exceed 30 days, at the discretion of the Chief of Police. Any bicycle so confiscated for non-registration may be recovered by the owner thereof at any time prior to the expiration of 30 days by having the same registered in accord with the provision of Subsection B hereof.

A. 
In this ordinance, the word "trailer" means all trailers, boat trailers, campers, vehicle accessories, vehicle attachments, and all other non-motorized vehicles or parts of vehicles, whether attached to a motorized vehicle or not, whether licensed or not.
B. 
No person shall leave or park any trailer on any public street or public property within the City for more than 24 consecutive hours.

C. 
The Police Department of the City of South Milwaukee is hereby authorized to grant exemptions to the terms of this ordinance in cases of emergency or undue hardship. Exceptions granted by the Police Department shall not exceed two weeks in any year. The Police Department shall keep a written log of all exemptions granted pursuant to the authority of this paragraph.
D. 
The person who parked or left the trailer on the public street, or, if known, the owner of any trailer parked or left on a public street, alley or public property contrary to the provisions of this ordinance shall be fined not less than $50 nor more than $200 for each violation of this ordinance. Each twenty-four-hour consecutive period shall constitute a separate violation.

A. 
No person owning, operating or having control of any vehicle classified as a "Commercial motor vehicle" herein shall park the same on any street, boulevard, avenue or cul-de-sac or other public way or municipal parking lot in the City except when presently engaged in the loading or unloading of goods, wares or merchandise and except when in possession of a permit issued by the police department.
B. 
"Commercial motor vehicle" as used herein means a motor vehicle designed or used to transport passengers or property and having one or more of the following characteristics:
(1) 
The vehicle is a single vehicle with a gross vehicle weight rating of 12,000 or more pounds or the vehicle's registered weight or actual gross weight is more than 12,000 pounds.
(2) 
The vehicle is a combination vehicle with a gross combination weight rating, registered weight or actual gross weight of 12,000 or more pounds inclusive of a towed unit with a gross vehicle weight rating, registered weight or actual gross weight of more than 10,000 pounds.
(3) 
The vehicle is designed to transport or is actually transporting the driver and 10 or more passengers.
(4) 
The vehicle is carrying hazardous materials.
(5) 
Any vehicle designated a "commercial motor vehicle" under Wis. Stats., § 340.01.
C. 
"Gross vehicle weight rating" and "gross weight" have the meanings specified in Wis. Stats., § 340.01.
D. 
The Police Department is authorized to issue temporary parking permits to motor vehicles fitting the description of "commercial motor vehicle" as defined herein where:
(1) 
The vehicle is a motor home and the owner or operator is visiting the City on a temporary basis for not more than 21 days.
(2) 
The vehicle will be providing continuous service to a neighboring property for a period of days and the department determines that granting the permit will:
(a) 
Not be unduly disruptive to the neighborhood;
(b) 
Reduce the risk of damage to City streets; and
(c) 
Pose no risk of harm to persons living in the neighborhood.
A. 
No person or corporation owning or operating railroads in this City whose line of railroad extends onto or across any street grade crossing where gates or flagmen are maintained shall run or operate trains or cars or other vehicles over or upon any such crossing without lowering the gates and otherwise properly warning pedestrians or vehicles of the approach of any such train, car or vehicle before the same reaches the street of which such crossing forms a part.
B. 
No person or persons shall interfere in any manner with the free and proper operation or use for the purpose intended of the railroad crossing warning gates located at any grade crossing of any railroad within the City of South Milwaukee whether by raising the arms thereof which extend over the walk when the same are lowered or otherwise.
C. 
It shall be the duty of every person in charge of any such railroad crossing gate or employed as a flagman at any such street grade crossing for any person or corporation owning or operating a railroad in this City to lower the gates and give other danger warning signal to pedestrians or vehicles of the approach to such crossing of any trains, cars or vehicles on such railroad before any such train, car or vehicle reaches the street of which such crossing forms a part.
It shall be unlawful to stop any railroad train, locomotive, or car upon or across any highway or street crossing and leave the same standing upon such crossing longer than five minutes, except in cases of accident; it shall also be unlawful to stop any such railroad train, locomotive, or car in such a location as to start any crossing signal or gate in motion or operation so as to obstruct such crossing or warn approaching motorists to refrain from crossing the same for a period of more than five minutes except in cases of accidents; any conductor, engineer, brakeman or other person in charge for any such train, locomotive, or car or responsible therefor who shall violate this section shall be liable to a fine of not more than $200 or, in case of default of payment of such fine and the costs of prosecution, to imprisonment in the House of Correction for a period not to exceed 30 days.
The operator of any vehicle involved in any accident shall file with the Police Department of the City a written report of such accident within 48 hours after such accident. All such reports shall be for the confidential use of the Police Department and are otherwise subject to the provisions of § 346.73, Wis. Stats.
A. 
No person shall permit a motor vehicle in his custody to stand or remain unattended upon any street, alley or public place in the City of South Milwaukee without first stopping the engine, locking the ignition, removing the key and taking it with him.
B. 
Whenever any police officer of the City of South Milwaukee shall find any such motor vehicle standing in violation of the foregoing provisions, such police officer is authorized and directed to remove therefrom the key left in and to deliver the same to the officer in charge of the Traffic Division or the Desk Sergeant at the Police Station. Upon so doing, such officer shall attach to such vehicle a notice that such keys will be returned to the owner upon presentation of such notice and proof of ownership and by payment of the scheduled penalty amount for violation of this section of the ordinance.
A. 
Any police officer of the City of South Milwaukee is authorized to take possession of any operator's license and registration plates when authorized by the Motor Vehicle Department so to do pursuant to the provisions of §§ 343.35 and 344.45, Wis. Stats.
B. 
Any person failing to deliver possession of such operator's license or registration plates upon demand of such police officer, shall be liable to a fine of not more than $200 and in default of payment of such fine and the costs of prosecution shall be imprisoned in the House of Correction for a period not to exceed 90 days.
The provisions of § 86.06, Wis. Stats., exclusive of the penalty therein provided is herewith adopted.
The Police Department may close any street, alley or highway or portion thereof to vehicular traffic by erecting barricades at each end of the closed portion in the following cases:
A. 
An emergency requires it.
B. 
The Common Council has ordered it.
C. 
Any public event is temporarily lawfully utilizing any street, alley or highway which precludes vehicular traffic thereon.
No person to whom a restricted license has been issued by the Motor Vehicle Department pursuant to § 343.13, Wis. Stats., shall operate a motor vehicle unless he complies with the restrictions imposed upon such license.
No person under the age of 18 years, unless he is a parent, guardian or spouse of the minor, may knowingly possess, transport or have under his control any intoxicating liquor in any motor vehicle or knowingly possess, transport or have under his control any malt beverage in any motor vehicle while any person under 18 years of age is a passenger or present in such motor vehicle unless such person is employed by a liquor licensee, wholesaler, retailer, distributor, manufacturer or rectifier and is possessing, transporting or having such beverage in a motor vehicle under his control during the regular working hours and in the course of his employment.
Whenever any traffic officer finds a vehicle standing upon a highway in violation of a prohibition, limitation or restriction on stopping, standing or parking, or whenever safety or the movement of traffic may require it, he is authorized to move such vehicle or to require the operator in charge thereof to move such vehicle to a position where parking is not prohibited.

A. 
Forfeitures. The forfeitures for violations of several sections of this chapter shall be as hereinafter provided and as provided in §§ 345.20 to 345.53, Wis. Stats., where applicable. Further, in the event the forfeiture is collected after the City has incurred a cost for suspending an operator's license under § 345.28 or 343.30, Wis. Stats., and the City has incurred a cost to effect that suspension, the suspension shall not be released except upon payment of the forfeiture plus the fee charged by DMV for effecting that suspension.
B. 
Juvenile forfeitures. The forfeitures which may be imposed on a juvenile shall be those authorized herein for adults, except as limited by Wis. Stats., § 48.343, or other applicable state law.
C. 
State forfeiture statutes. Any forfeiture for violation of the State Statutes adopted by reference in § 28.01 of this chapter shall conform to the forfeiture permitted to be imposed for violation of such statutes as set forth in the Uniform Deposit and Misdemeanor Bail Schedule of the Wisconsin Judicial Conference, including any variations or increases for subsequent offenses, which schedule is adopted by reference.
D. 
Parking citation forfeitures. The forfeiture for parking violations other than for violations of §§ 28.16 and 28.19 of this chapter and those where a forfeiture is dictated by a state statute shall be as follows:

(1) 
Parking forfeitures shall be not less than $10 and not more than $250. If the forfeiture is not paid within the time limit set by the Court or within 28 days of the date it is issued, the Municipal Court Clerk is authorized to suspend the vehicle registration in conformance with Wisconsin Statutes.

E. 
Section 28.16 Violations. The forfeiture for violations of § 28.16A and B of this chapter shall be computed as follows. The forfeiture for violations of § 28.16C shall be $1000 plus the amount determined pursuant to the following schedule. The term "total excess" means total vehicle weight in excess of five tons.

(1) 
If total excess is 1,000 pounds or less, the forfeiture shall be not less than $50 nor more than $100 upon the first conviction and, upon the second and each subsequent conviction within a twelve-month period, a forfeiture of not less than $100 nor more than $200.
(2) 
If the total excess is more than 1,000 pounds, the forfeiture shall be:
(a) 
For the first conviction, a forfeiture of not less than $50 nor more than $200 plus an amount equal to: $0.1 for each pound of total excess load when the total excess is not over 2,000 pounds; $0.2 for each pound of total excess load if the total excess is over 2,000 pounds and not over 3,000 pounds; $0.3 for each pound of total excess load if the total excess is over 3,000 pounds and not over 4,000 pounds; $0.5 for each pound of total excess load if the total excess is over 4,000 pounds and not over 5,000 pounds; $0.7 for each pound of total excess load if the total excess is over 5,000 pounds.
(b) 
For the second and each subsequent conviction within a twelve-month period, the forfeiture shall be not less than $100 nor more than $300, plus an amount equal to: $0.2 for each pound of total excess load when the total excess is not over 2,000 pounds; $0.4 for each pound of total excess load if the total excess is over 2,000 pounds and not over 3,000 pounds; $0.6 for each pound of total excess load if the total excess is over 3,000 and not over 4,000 pounds; $0.8 for each pound of total excess load if the total excess is over 4,000 pounds and not over 5,000 pounds; $0.10 for each pound of total excess load if the total excess is over 5,000 pounds.
F. 
Section 28.19 Violations. The forfeiture for violations of § 28.19 of this chapter shall be not less than $500 nor more than $500 for the first offense within a two-year period and not less $250 nor more than $1,000 for any subsequent offense within a two-year period.

Except as otherwise specifically provided in this code, the statutory provisions of Ch. 350, Wis. Stats., describing and defining regulations with respect to snowmobiles, including any provisions therein relating to penalties to be imposed but exclusive of any regulations for which the statutory penalty may be a term of imprisonment, are adopted and by reference made a part of this code as if fully set forth herein. Any act required to be performed or prohibited by any statute incorporated herein by reference is required or prohibited by this code. Any future amendments, revisions or modifications of the statutes incorporated herein are, at the time they become law, made part of this code.

During periods of road construction, the City Police Department is hereby authorized to establish temporary through streets, to post temporary stop, yield and parking signs and otherwise post official signs as may be necessary to achieve safe traffic patterns. These temporary stop, yield and parking signs shall be removed when the construction is completed. The Police Department shall advise the Common Council of all such temporary traffic control signs, and upon approval by the Common Council, such signs shall have the force and effect of signs posted by authority of the Common Council pursuant to this ordinance.

The Chief of Police is hereby authorized to designate voter parking places on voting days in such areas around all polling places as may be requested by the City Clerk, having due regard for traffic conditions in the area. Any such designations by the Chief of Police shall supersede all other parking prohibition in such areas and all other sections of this Code of Ordinances relating to parking.

A. 
Those individuals residing on the streets where parking is restricted pursuant to § 28.03E of this Code of Ordinances shall be allowed to obtain free of cost from the South Milwaukee Police Department a "Resident Parking Permit" for each vehicle owned by the residents occupying premises located on those streets. This Residential Parking Permit shall be valid for parking on such residential streets as are restricted pursuant to § 28.03E from April 1 to November 30 of each year and these permits shall exempt such vehicles from the restrictions of § 28.03E when the permit is properly displayed upon the vehicle.

B. 
Those individuals residing on the streets where parking is restricted pursuant to § 28.04H, O and R of this Code of Ordinances shall be allowed to obtain free of cost from the South Milwaukee Police Department a "Resident Parking Permit" for each vehicle owned by the residents occupying premises located on those streets. This Resident Parking Permit shall be valid for parking on such residential streets as are restricted pursuant to § 28.04H, O and R and these permits shall exempt such vehicles from the restrictions of § 28.04H and O when the permit is properly displayed upon the vehicle. Such permits will not exempt permit holders from the parking restrictions of § 28.04R.

Whenever a vehicle is involved in a violation of a parking prohibition of this code or the State Statutes adopted in this code, subject to § 346.01(2), Wis. Stats., the owner of a vehicle involved in a violation shall be liable for the violation.
