There shall be a Board of Elections consisting of two Commissioners.
The Commissioners shall represent the major political parties in accordance
with State Election Law and shall be appointed by the Tompkins County
Legislature in the manner and for the terms provided by State Election
Law. At the time of their appointment and throughout their terms of
office, the Commissioners shall be qualified electors of the County
and enrolled members of the parties recommending their respective
appointments.
The Board of Elections shall administer federal, state, County,
city, and town elections within the County and those elections that
any other municipality may lawfully impose upon the Legislature. The
Board of Elections shall have all the powers and perform all the duties
conferred or imposed by law upon the boards of elections of New York
State.
The Board of Elections shall appoint and at its pleasure remove
clerks, voting-machine technicians, custodians and other employees,
fix their number, prescribe their duties, fix their titles and rank,
and establish their salaries within the amounts appropriated therefor
by the Tompkins County Legislature. In making these appointments,
the Board of Elections shall ensure equal representation of the major
political parties. Each Commissioner may appoint and at pleasure remove
a deputy, establish his or her title, and prescribe his or her duties
in accordance with County policy and/or Civil Service Law.
