The Commonwealth of Pennsylvania through the capital budget
has indicated that it will make available $12,000,000 of tax payers
dollars for the construction of a professional sports stadium in the
city of York at a total cost of $24,000,000, the second $12,000,000
to be raised by a local bond issue. The revenues to pay off the local
bond issue will be contingent upon the abilities of a yet unnamed
minor league baseball team to pay rentals and the ability of said
team to bring about attendance, plus revenues from lease of sky boxes.
The proponents of the plan have asked the County Commissioners to
have the County guarantee the bond issue, thus putting the tax payers
in the position of putting up a majority of the dollars and also assuming
all of the remaining risk. Inasmuch as use of capital budget dollars
for this risky and unnecessary project will dry up available funding
for Education, Transportation, Environmental projects and other meritorious
and necessary programs, we ask that the County Commissioners not to
put taxpayers at risk by having the County of York guarantee the aforementioned
bond issue
